Your Specific Responsibilities:

This is a full time, 40 hour per week, OPS Government Operations Consultant- III position in the Department of Health’s, Public Health Statistics and Performance Management Division in the Biomedical Research Section. This position serves as a grant manager for the Biomedical Research Grant Programs, assisting with daily operational tasks to administer multiple grants throughout the grant management lifecycle. This position requires effective communication with internal and external partners, critical thinking and decision making, organization, attention to detail, and the ability to work independently. This position reports directly to the Bio Medical Research Section Senior Management Analyst Supervisor and is located onsite in Tallahassee, FL. Responsibilities of this position include:

•           Serves as a grant manager and is responsible for the administration and monitoring of multiple biomedical research grants. This includes all aspects of the grant management lifecycle including application development and submission, pre-award tasks, post-award execution and monitoring, grant reconciliation and closeout.

•           Works with Principal Investigators and Sponsored Research Officers on the effective execution of grants, terms and conditions, and amendments as necessary

•           Provides technical assistance to grant awardees and points of contact.

•           Develops deliverables and prepares agreements and amendments as required.

•           Tracks and reviews quarterly progress reports for grants.

•           Performs desk and onsite monitoring of assigned grants (if necessary).

•           Tracks grant budgets and submits invoices to ensure payment within compliance timeframes.

•           Maintains good working relationships and keeps in close coordination with grant awardees and applicable points of contact.

•           Maintains all files on the grant from execution to final closeout.

•           Responsible for entering data into tracking logs to meet compliance requirements and accurate reporting.

•           Responds in a timely and comprehensive manner to inquiries sent by internal or external entities regarding grants.

•           Works on special projects and reports as needed for the Division.

•           Assists with the continued operations and improvements within the Division.

•           Promotes positive working relationships and facilitates ongoing communication and cooperation with both internal and external partners.

•           Supports coordinates and represents the Office at meetings, councils, conferences, and other events (virtual or in-person) as needed.

•           Maintains good working relationships with internal and external partners.

•           Assists with preparation of reports and analyses as requested by the supervisor for use in decision making or reporting to Executive Leadership.

Required Knowledge, Skills, and Abilities:

•           Knowledge of grants and contracts.

•           Ability to work with a high-volume of payments/grants with tight deadlines.

•           Ability to coordinate with other staff.

•           Ability to conduct research and analysis and prepare summary documents.

•           Ability to work independently and manage multiple tasks.

 

Qualifications:

•           A Bachelor’s degree from an accredited college or university; or 4 years of administrative experience in the areas of accounting, banking, accounts receivable, payroll processing or other related fields.  Professional or nonprofessional experience in the areas of accounting, banking, accounts receivable, payroll processing or other related field can substitute on a year-for-year basis for the required college education.

•           At least 3 years of experience providing quality customer service.

•           At least 3 years of communicating with internal and external partners using a variety of tools and methods (verbal, written, presentations, etc.).

•           At least 3 years administering and managing government grants or contracts.

•           At least 3 years of experience with data entry, analysis, and reporting.

•           At least 3 years using MS Office Suite, including Outlook, Word, Excel, and PowerPoint

 

Preferred - Advanced Level Knowledge of MS Excel

Florida Certified Contract Manager or the ability to gain certification within six months of employment.
