POSITION DESCRIPTION: This is an exciting position for a business-minded recreation professional supporting the Florida Park Service. The Bureau of Operational Services seeks a high energy, self-motivated individual who can work and think independently with little supervision.  

The primary focus of this position is managing or assisting with the management of contracts between the Department and vendors by monitoring contracts to ensure compliance. An additional focus for this position is developing and managing outside private sector, revenue generating, business agreements to provide visitor services in state parks through concession operations.

Duties and responsibilities related to this position include but are not limited to managing contracts, managing business relationships,  analyzing and interpreting financial data, business analysis, business projections, business development, researching and cultivating new business opportunities, contract negotiation, planning and conducting competitive solicitations, drafting and reviewing correspondence, and working closely with internal and external partners. Occasional travel is required to partner locations, most of which are located in Florida State Parks, to conduct on-site evaluations of existing operations, as well as to identify areas for new or additional operations.

DUTIES AND RESPONSIBILITIES:

  • Successfully communicate and collaborate with a variety of internal and external customers to support the concessions and business development program area, including park staff, visitors, communications and marketing staff and Division leadership.
  • Managing contract(s), contract negotiation, procurement planning and participating in competitive solicitations.
  • Analyze and interpret financial data, business and economic analysis, produce business projections, participate in business development, research and cultivate new business opportunities.  
  • Assist with the administrative oversight of the Point of Sale and Reservation Park Business System.
  • Compile, monitor, track and analyze attendance, revenue and sales-related data within the Park Business System.
  • Research industry trends.
  • Develop and distribute staff training resources.
  • Perform travel and other duties as assigned.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES (KSAs): THE FOLLOWING KSAs ARE CONSIDERED TO BE ENTRY LEVEL REQUIREMENTS FOR THE POSITION: Knowledge of: effective communication, both verbal and written. Skill in: the use of various computer software applications, particularly Microsoft Word, Excel and SharePoint; meeting simultaneous deadlines critical to operations. Ability to:  analyze data, review and edit business and contract documentation,  prepare viable recommendations; establish and maintain effective working relationships with concessionaires, legal counsel and other internal and external customers; utilize problem solving techniques; manage time effectively; follow verbal and written instructions; resolve inquiries for internal and external customers; take initiative; travel periodically including day and overnight trips; understand and apply applicable rules, regulations, policies and procedures; be flexible while maintaining a positive attitude; successfully complete position specific training; maintain a valid driver’s license.

PREFERRED KSAs: PREFERENCE WILL BE GIVEN TO CANDIDATES WHO POSSESS THE FOLLOWING KSAs: Knowledge of: Florida State Parks mission and operations. Skill in: Public speaking. Experience in customer facing, private sector business and commerce, business to business customer relationships and the outdoor recreation industry is preferred. Administrative experience is preferred.
