SPECIAL NOTES:

Requirements:

  • One (1) or more years’ experience managing contracts that are $1,000,000 or greater.
  • A valid Florida Certified Contract Manager (FCCM) certification or obtain it within the first year of employment.
  • One (1) or more years’ experience using Excel techniques.

 

Preference will be given for experience using a grant management software system.

 

Selected candidate may perform other duties as assigned during State Emergency Operations events. 

 

The salary is offered at $25.00 per hour, 40 hours per week.

 

Employees of the Department of Financial Services are paid on a monthly pay cycle. 

 

This position requires a security background check, including fingerprint as a condition of employment.

MINIMUM QUALIFICATIONS FOR THIS POSITION INCLUDE THE FOLLOWING REQUIRED ENTRY LEVEL KNOWLEDGE:

  • Ability to manage multiple $1,000,000 FCO grants.
  • Ability to prepare the required documentation for state and federal grants.
  • Ability to draft grant agreements and work with Purchasing and legal.
  • Ability to prepare methods of monitoring grantees progression.
  • Ability to manage quarterly reports.
  • Ability to plan, organize information for tracking timelines, documentation requirements and reporting functions.
  • Ability to understand and apply applicable Rules, Regulations, Policies, and Procedures.
  • Ability to effectively communicate orally.
  • Ability to prepare grant reports for supervisor.
  • Ability to review reimbursement requests for accuracy.
  • Ability to adapt to changing priorities under potentially stressful conditions.

BRIEF DESCRIPTION OF DUTIES:

Plan, organize and manage grants to local governments as appropriated by the Legislature of the State of Florida, draft award letters, conduct initial meeting with grantee, draft, and track execution of grant agreements.  Responsible for executing fixed capital outlay contracts and nonrecurring grants to local governments for equipment that meet the established guidelines in Sections 215.971, 287.058 and 287.056 Florida Statutes.  Responsible for enforcing performance of the contract terms and conditions and maintaining all financial information certifying that goods and services were satisfactorily received, and payment is due.  For contracts or grants in excess of the Category Two threshold amount, as defined in Section 287.017, F.S. and contracts, or grants in excess of 100,000 annually.

 

Develops and administers records management program to assure compliance with program for grant management including examining final submission packets, implements and records grant tracking and reporting according to policies.

 

Monitor grantees progression, development of submission of quarterly reports, responsible for maintaining all financial information including payment history, payment method, payment tracking, and processing of reimbursements. Required closing of grant activities, validating, and filing of grant documents. Prepares and presents ad hoc reports on grant activities.
