The Work You Will Do:


DEP’s Office of Technology and Information Services (OTIS) is currently seeking an OPS Operations Review Specialist.  This position is responsible for providing technical administrative work as an integral part of the Business Management Services (BMS) team, including conducting Quality Assurance Reviews and Quality Improvement Plans.

OTIS provides IT and business support to agency staff located in Tallahassee and throughout the state. This position is a highly responsible administrative support position working with our BMS team, ensuring accurate data collection and entry for contract management, and human resource services, to facilitate and promote the mission and vision of the Department.

Pay: $20.00 - $25.00 per hour



Your Specific Responsibilities:


Specific duties and responsibilities include:

  • Conduct annual quality assurance reviews (QARs) of OTIS’ procurement activities, contract management and monitoring services, human resource services, and administrative support. This includes preparation of critical requirements, performance indicators, and sampling method. 
  • Conduct statistical analyses and prepare reports, presentations, charts, and other infographics to summarize QAR observations.  
  • Prepare and monitor quality improvement plans.   
  • Transition existing policies and procedures to a standard format.   
  • Conduct annual reviews of policies, procedures, manuals, and guides.  
  • Research, answer questions, and advise members of the BMS Leadership Team on topics pertaining to Florida Statutes, Florida Administrative Code, State Term Contracts, Alternate Contract Sources, MFMP Terms and Conditions, PUR 1000, PUR 1001, and other governing authorities. 
  • Prepare responses to audit inquiries and maintain a historical record of all inquiries and responses in SharePoint.  
  • Perform other tasks and projects as assigned.  


Required Knowledge, Skills, and Abilities:


  • Knowledge of language structures, grammar, and syntax.
  • Knowledge of quality assurance practices and standards. 
  • Knowledge of statistical methods to include calculating means, modes, standard deviations, and upper and lower quartiles.        
  • Knowledge of rule chapters 60A and 60L, F.A.C. 
  • Knowledge of sections 215.422, 287.057, and 287.058, F.S. 
  • Knowledge of Chapter 119, F.S. 
  • Ability to conduct fact finding research and summarize findings graphically, verbally, and in writing.  
  • Ability to research, interpret, and apply statutes, administrative rules, executive orders, contracts, directives, and policies and procedures. 
  • Ability to work independently and prioritize tasks. 
  • Ability to create and follow work breakdown structures. 
  • Ability to create workflow diagrams and timelines.  
  • Ability to create and maintain policies, procedures, manuals, and guides.  
  • Ability to establish and maintain effective working relationship.



Minimum Qualifications:


  • Experience conducting research and audits.
  • Experience compiling data in to reports, charts, graphs and/or presentations.
  • All positions within OTIS are considered to be positions of trust in accordance with Sections 110.1127 and 425.04, Florida Statutes.  The recommended applicant will be required to submit to a background and fingerprint check.

    • MyFloridaMarketPlace (MFMP) experience  
    • Works PCARD system experience
    • Visio and Adobe Acrobat Pro experience
    • Sharepoint experience
