Duties and Responsibilities

This grant-funded position will support the department’s Strategic Plan by providing a data-driven approach to record management. The Project Analyst will provide their expertise in carrying out the goals and objectives of a traffic safety grant to improve data quality as defined in the National Highway Traffic Safety Administration’s (NHTSA) Model Performance Measures for State Traffic Records Systems. Duties of the position include:

  • Identifying data quality issues
  • Gathering, Tracking, Analyzing, and Reporting on data sets
  • Creating data queries and reports
  • Establishing data performance measures including baselines and targets
  • Recommending tactics and process improvements for data quality improvement
  • Collaborating with Florida Department of Highway Safety and Motor Vehicle programs and partners, data managers, and technical teams
  • Creating and conducting presentations including visual representations (graphics, charts, and graphs) to exhibit data quality over time
  • Grant administration.

 

Knowledge, Skills, and Abilities

  • Strong computer skills, including Microsoft Word, Excel, PowerPoint, Outlook, and SharePoint.
  • Strong analytical experience identifying data issues, tracking data, analyzing and reporting.
  • Experience running reports and creating visual representations of report data using statistical analysis and visualization software such as Tableau, Visual Basic for Applications (VBA)/Excel, R, or SQL Server Reporting Services (SSRS)0
  • Ability to work independently.
  • Ability to manage a project and meet deadlines.
  • Complex problem-solving skills, ability to analyze situations, and provide recommendations for change.
  • Ability to gather information from entities within and outside FLHSMV.
  • Ability to create and conduct presentations.
  • Knowledge of performance measures and process improvement.
  • Time management and organizational skills, attention to detail.
  • Ability to handle multiple priorities and deal with ambiguity.
  • Strong verbal and written communication skills.
  • Ability to provide narrative of process used for analysis and rationale for recommendations.
  • Ability to understand and apply applicable rules, regulations, policies and procedures related to operational and management analysis activities.
  • Knowledge of records systems and databases (SQL Server, Oracle Server, OnBase).

 

Preferred Qualifications

Preference will be given to applicants who have experience:

  • Analytical experience developing queries and gathering statistical data.
  • Experience creating queries using Structured Query Language (SQL), SQL script, Python, or something comparable.
  • Experience with grant administration Ability to explain complex issues to a novice audience using non-technical, layman’s terms.
