The Florida Division of Emergency Management (FDEM) plans for and responds to both natural and man-made disasters. These range from floods and hurricanes to incidents involving hazardous materials or nuclear power.  FDEM is the liaison between federal, state, and local agencies. FDEM prepares and implements a statewide Comprehensive Emergency Management Plan, routinely conducts extensive exercises to test state and county emergency response capabilities, provides technical assistance to local governments as they prepare emergency plans and procedures, as well as conducts emergency operations trainings for state and local government agencies.

 

FDEM serves as the lead agency for the State Emergency Response Team (SERT), whose primary goal is the coordination of the state’s efforts during disaster response and recovery. This coordination is conducted within the State Emergency Operations Center (SEOC) in Tallahassee. Additionally, FDEM manages the State Watch Office; the 24-hours a day operation tasked with providing situational awareness to stakeholders statewide. After a disaster, FDEM conducts damage assessment surveys and advises the Governor of the state of Florida on whether to declare an emergency and seek federal relief funds. Position Overview and Responsibilities:

This is a professional position located in the Bureau of Recovery’s Planning Unit within the Admin & Plans section. This position is responsible for assisting the Planning Unit Manager with the development, maintenance, and tracking of bureau policies and procedures, job aides, and other technical or operational plans in support of the bureau’s various programs and functions.

 

Duties and responsibilities include:

  • Maintain a tracking system for all plans and technical documents managed by the Planning Unit.
  • Coordinate updates to plans based on required or regulatory timeframes or at the direction of bureau leadership.
  • Develop templates and guides to assist in the formation of planning documents, in accordance with FDEM’s style guide.
  • Review draft planning documents for accuracy, formatting, and compliance with bureau and FDEM’s standards.
  • Serve in a disaster-specific role in the SERT Planning Section under the direction of the SERT Planning Section Chief during activations of the State Emergency Operations Center.
  • Assist in the mapping of bureau business processes to identify efficiencies and areas of improvement.
  • Work with other units in the Bureau of Recovery and external stakeholders to identify areas for plan development.
  • Support other units in Recovery with hosting workshops, trainings, meetings, etc. and provide administrative support as needed to include developing agendas, handouts, note taking etc.
  • Deploy to serve in planning roles at Joint Field Offices, Area Field Offices, and other recovery-based facilities following presidentially declared disasters.
  • Independently research and stay abreast of best practices and new approaches for plan development and maintenance and implement best practices; incorporate changes in FEMA planning processes into Bureau and Division planning products as necessary.
  • Attend conferences, trainings, meetings, workshops, and other engagements related to emergency management planning and disaster recovery.

 

Knowledge, Skills, and Abilities:

  • Knowledge of federal emergency management frameworks, including FEMA policies, procedures, and planning requirements.
  • Knowledge of presidentially declared disaster processes and federal disaster assistance programs.
  • Understanding technical writing and review, government documentation standards, formatting requirements, and style guides.
  • Understanding of document management, version control, approval procedures, and tracking system.
  • Familiarity of project management principles.
  • Excellent written communication skills for developing clear, accurate planning documents and correspondence.
  • Attention to detail for document review, editing, and quality control.
  • Strong verbal communication abilities for coordinating with stakeholders, conducting meetings, and providing briefings.
  • Ability to professionally gather requirements and feedback from various stakeholders and build effective working relationships across internal and external partners.
  • Advanced skills in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and document formatting
  • Capability to represent the Planning Unit professionally in meetings and conferences.
  • Problem-solving capabilities for addressing challenges in plan development and maintenance.
  • Ability to quickly learn and adapt to new technologies, processes, and regulatory requirements into existing plans and procedures.
  • Ability to synthesize information from multiple sources and stakeholders into coherent planning products.
  • Ability to work more than 10 hours per day, weekends, and be deployed in support of disaster response for up to 14 days, if needed.

 

Minimum Qualifications:

  • A minimum of two years’ experience in plan or policy development and implementation?
  • Valid drivers license.
  • During declared state emergencies, ability to work more than 10 hours per day, weekends, and be deployed in support of disaster response for up to 14 days.
