This position is located in Tallahassee, Florida
The Florida Division of Emergency Management (FDEM) plans for and responds to both natural and man-made disasters. These range from floods and hurricanes to incidents involving hazardous materials or nuclear power. FDEM is the liaison between federal, state, and local agencies. FDEM prepares and implements a statewide Comprehensive Emergency Management Plan, routinely conducts extensive exercises to test state and county emergency response capabilities, provides technical assistance to local governments as they prepare emergency plans and procedures, as well as conducts emergency operations trainings for state and local government agencies.
FDEM serves as the lead agency for the State Emergency Response Team (SERT), whose primary goal is the coordination of the state’s efforts during disaster response and recovery. This coordination is conducted within the State Emergency Operations Center (SEOC) in Tallahassee. Additionally, FDEM manages the State Watch Office; the 24-hours a day operation tasked with providing situational awareness to stakeholders statewide. After a disaster, FDEM conducts damage assessment surveys and advises the Governor of the state of Florida on whether to declare an emergency and seek federal relief funds. Position Overview and Responsibilities:
This professional position is located in the Bureau of Recovery's Systems & Planning Unit within the Admin & Plans section. The role is responsible for developing, maintaining, and tracking bureau policies, procedures, job aids, and technical/operational plans that support the Bureau's various programs and functions.
Duties and responsibilities include:
- Work closely Recovery and other FDEM staff to develop, revise, and implement policies and procedures.
- Maintain tracking systems for all plans and technical documents for the Bureau and other operational plans.
- Develop and maintain the State’s Public Assistance Administrative Plan.
- Map Bureau business processes to identify efficiencies and improvement areas.
- Review draft plans and policies for accuracy, proper formatting, and compliance with Bureau and Division standards.
- Collaborate with other Recovery Bureau units and external stakeholders to identify plan development needs.
- Develop and complete special projects by:
- Performing in depth studies/Conduct subject matter analysis.
- Assisting Bureau Staff on the development and implementation of training.
- Designing, editing and producing all FDEM Recovery Bureau specific marketing materials to include brochures, poster boards, and one page fact sheets in accordance with the Division Style Guide.
- Research and implement best practices for plan development and maintenance; incorporate FEMA planning process changes into Bureau and Division products.
- Performing other duties as assigned, to include disaster duties and travel in response to Presidentially declared and non-declared disasters.
- Support other Recovery Bureau units with workshops, trainings, and meetings, including preparing agendas, handouts, and taking notes.
- Serve in the SERT Planning Section in the State Emergency Operations Center, Joint Field Offices, Area Field Offices, Branch Field Offices and/or other state or regional facilities activated in response to an emergency. Staffing responsibilities may include deployment around the state pre- and/or post-disaster.
- Other duties as assigned.
Knowledge, Skills, and Abilities:
- Knowledge of federal emergency management frameworks, including FEMA policies, procedures, and planning requirements.
- Knowledge of presidentially declared disaster processes and federal disaster assistance programs.
- Understanding of technical writing and review, government documentation standards, formatting requirements, and style guides.
- Understanding of document management, version control, approval procedures, and tracking systems.
- Familiarity with project management principles.
- Excellent written communication skills for developing clear, accurate planning documents and correspondence.
- Attention to detail for document review, editing, and quality control.
- Strong verbal communication skills for coordinating with stakeholders, conducting meetings, and providing briefings.
- Ability to professionally gather requirements and feedback from various stakeholders and build effective working relationships across internal and external partners.
- Advanced skills in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and document formatting.
- Ability to represent the Recovery Bureau professionally in meetings and conferences.
- Problem-solving skills for addressing challenges in plan development and maintenance.
- Ability to quickly learn and incorporate new technologies, processes, and regulatory requirements into existing plans and procedures.
- Ability to synthesize information from multiple sources and stakeholders into coherent planning products.
- Availability to work more than 10 hours per day, including weekends, and be deployed in support of disaster response for up to 14 days, if needed.
Minimum Qualifications:
- A valid driver’s license.
