DUTIES AND RESPONSIBILITIES:  Serves as contract manager of appraisal assignments for land acquisition and disposition projects for the Department of Environmental Protection and other agencies.  Works closely with public and private sector agency staff, as necessary, in obtaining data for appraisal assignments and for finalizing matters of appraisal for land acquisition negotiations, real estate closings and dispositions.  Prepares advertisements for selection of fee appraisers and review appraisers (contractors) who prepare appraisal reports and appraisal reviews.  Coordinates and monitors progress of appraisal assignments through close coordination with agency staff, appraisers and review appraisers.  Examines preliminary and final appraisal products for final approval.  Prepares administrative reviews for appraisal and appraisal review reports.

Reviews narrative appraisals and form reports at levels of complexity relating to projects for acquisition or disposition, leasing, easement, exchange and donations, as requested, for various agencies.  Makes determinations and recommends rejection or approval of these valuation reports.  Writes technical appraisal review reports for in-house appraisal reviews.  Prepares other reports and/or analyses relating to projects for acquisition or disposition, leasing, easement, exchange and donations, as requested.

When necessary, travels throughout the state for site and comparable sale inspections and for meetings with appraisers, review appraisers, and property owners relating to appraisal assignments.

With appropriate approval, attends conferences, technical training and educational seminars to stay current with laws and regulations related to appraisal standards of the DEP/DSL, the Florida Real Estate Appraisal Board, and the Uniform Standards of Professional Appraisal Practice.

Performs related work as assigned.

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED FOR THE POSTION:  Knowledge of: basic concepts of real estate; computers; word processing and spreadsheet programs (i.e. MS Office); data base systems (i.e. Oracle, MS Access, etc.); methods of data collection; computers, word processing and spreadsheet programs; general office procedures and practices; administrative principles and practices. Possess Skills in: critical thinking, analytical thinking; basic math, algebra and statistics; exercise common sense; time management and organization.  Ability to: follow directions, accept constructive criticism; work independently; read, retain and recall written material; understand and apply applicable regulatory rules, policies, and procedures relating to the appraisal of real estate and the review of appraisal reports; write a narrative appraisal report and communicate it clearly and effectively; review a real estate appraisal to ensure compliance with applicable guidelines and requirements and to determine its validity, reasonableness, and credibility; prepare professional reports, memos and letters; plan, organize and coordinate multiple work assignments; effectively communicate, verbally and in writing; travel; determine work priorities, assign work and ensure proper and timely completion of work assignments; establish and maintain effective working relationships with others; organize data into logical format for presentation in person or in reports, documents or other media (i.e.MS PowerPoint); develop alternative solutions to solve problems, conduct fact-finding research; demonstrate teamwork; and maintain a valid driver’s license.

KNOWLEDGE, SKILLS AND ABILITIES PREFERRED FOR THE POSTION: have a 4-year college degree; be a State Certified General Real Estate Appraiser (Florida or other State) and/or be able to document a minimum of five years of creditable real estate appraisal or review work experience; have experience with complex property types and/or complex appraisal problems; have experience with the Uniform Appraisal Standards for Federal Land Acquisitions (Yellow Book); hold an appraisal designation with a national appraisal organization (i.e. Appraisal Institute, American Society of Farm Managers and Rural Appraisers, American Society of Appraisers, etc.).
