This is an onsite position in Tallahassee, Florida.
Position Overview and Responsibilities:
DEP’s Office of Technology and Information Services (OTIS) is currently recruiting for an OPS Senior IT Business Consultant.
This position will support the Customer Support Services program by leading business analysis and IT project management efforts across a wide range of IT service areas. This position is responsible for developing standard operating procedures, process documentation, and project artifacts to improve service delivery and operational efficiency. The analyst will facilitate requirements gathering, assist in project planning and execution, and support the integration of ITIL best practices. Strong communication, analytical, and organizational skills are essential for success in this role. The position reports directly to the Program Administrator and works closely with cross-functional teams and stakeholders.
The primary duties of this position include:
- Collaborate with program leadership and stakeholders to gather, document, and validate business and technical requirements for IT initiatives.
- Conduct Joint Requirements Gathering (JRG) sessions and stakeholder interviews to define project scope, objectives, and deliverables.
- Develop and maintain Standard Operating Procedures (SOPs) for key functions within the Customer Support Services program.
- Create business process documentation, including workflow diagrams, swimlane diagrams, and RACI matrices.
- Draft and maintain project documentation such as project charters, work breakdown structures (WBS), and project schedules.
- Assist in the planning, coordination, and execution of IT projects across service desk operations, desktop support, IT asset management, and other program areas.
- Support the development and implementation of ITIL-aligned processes and documentation for service management functions.
- Facilitate meetings, workshops, and presentations to communicate project progress, gather feedback, and support decision-making.
- Track project milestones, risks, issues, and dependencies, and assist in developing mitigation strategies.
- Assist in the development of templates and documentation standards for business analysis and project management deliverables.
- Analyze existing business processes and recommend improvements to enhance efficiency, consistency, and service quality.
- Support change management efforts by identifying impacts, documenting changes, and assisting with communication and training plans.
- Coordinate with internal teams to ensure alignment between business needs and technical solutions.
- Provide regular updates and reports to the Program Administrator and other stakeholders on project and documentation progress.
- Ensure all documentation and project artifacts are stored, maintained, and version-controlled in accordance with agency standards.
- Provide superior customer service and maintain effective working relationships with internal and external stakeholders.
- Maintain a working knowledge of established policies, procedures, and directives necessary to accomplish assignments and responsibilities.
- Maintain a central electronic filing system supporting assigned functions, duties and responsibilities using effective organizational and filing methods that provide opportunity for knowledge transfer.
- Maintain proficiency in the use of office equipment, software applications, technical writing and a working knowledge of established policies, procedures, and directives necessary to accomplish daily assignments and responsibilities.
- Perform related tasks as requested.
On site attendance at the DEP offices in Tallahassee is an essential requirement of the position.
Required Knowledge, Skills, and Abilities:
- Knowledge of principles, practices, and methodologies of business analysis and IT project management (e.g., PMBOK, BABOK).
- Knowledge of the ITIL framework and its application to IT service management, including incident, request, change, and asset management.
- Knowledge of techniques for workflow analysis, process mapping, and requirements gathering.
- Knowledge of methods for developing standard operating procedures (SOPs), RACI matrices, and project documentation.
- Knowledge of organizational change management principles and stakeholder engagement strategies.
- Knowledge of tools and techniques for data collection, analysis, and reporting to support decision-making and continuous improvement.
- Skill in leading and facilitating Joint Requirements Gathering (JRG) sessions and stakeholder interviews.
- Skill in developing clear and concise business documentation, including requirements, charters, and process diagrams.
- Skill in creating and managing project plans, work breakdown structures (WBS), and project schedules.

- Skill in using tools such as Microsoft Office, Visio, Project, and other project management or diagramming tools.
- Skill in communicating effectively, both verbally and in writing, with diverse audiences to include division partners, stakeholders, and internal and external customers.
- Ability to analyze complex business problems and develop practical, data-driven solutions.
- Ability to formulate and manage project plans, monitor progress, and implement corrective actions when needed.
- Ability to prioritize and manage multiple projects and tasks simultaneously in a fast-paced environment.
- Ability to interpret and apply relevant policies, procedures, and IT service management standards.
- Ability to establish and maintain effective working relationships with internal teams, leadership, and external stakeholders.
- Ability to translate business needs into actionable requirements and deliverables.
- Ability to facilitate meetings, workshops, and presentations to drive alignment and decision-making.
Minimum Qualifications:
- Valid Driver’s License
- Certified Business Analysis Professional Certification
Position of Special Trust Requirement:
This position is designated as a Position of Special Trust in accordance with DEP Directive 422, Positions of Special Trust or Responsibility. Successful completion of background screening will be required for this position.
Preferred Qualifications:
- ITIL 4 Foundations Certification
