This is an onsite position in Tallahassee, Florida.
Position Overview and Responsibilities:
DEP’s Office of Technology and Information Services (OTIS) is currently seeking an OPS Systems Programming Consultant. This position will work within a team of 40+ technical staff responsible for supporting, maintaining and enhancing 120+ agency business applications. Employees of OTIS are required to demonstrate total commitment to outstanding customer service. A focus for this position involves modernizing DEP’s existing PHP portfolio, leading various development team members through the modernization process, and helping to manage the application servers. This includes, but is not limited to, acting in a responsive, professional, and courteous manner with the employees, customers and public we serve at all times, and performing related work as needed and specified to carry out the goals of the agency.
Specific duties and responsibilities include:
- Maintaining and supporting agency key enterprise PHP applications and providing oversight to the larger team.
- Performing technology and architecture upgrades to ensure the stability of applications in the DEP portfolio.
- Maintaining and enhancing PHP applications utilizing Laravel (preferably) and CodeIgniter.
- Maintaining Oracle Database objects associated with supported systems.
- Working closely with customers, users, and team members to understand business requirements that drive the analysis and design of quality technical solutions.
- Working as part of a project team directed by a project manager.
- Performing research and delivering proposals and prototypes for new frameworks.
- Meeting with users to analyze and evaluate system requirements.
- Creating functional and technical specifications.
- Participating in user acceptance testing.
- Assisting in the development and maintenance of user manuals and guidelines.
- Conducting research and troubleshooting of reported application problems and recommending solutions.
- Providing mentoring, guidance, and training to junior development staff.
- Performing other duties as assigned.

Required Knowledge, Skills, and Abilities:
- A college diploma or university degree in the field of computer science, information systems, information technology or a related field.
- 4+ years’ experience leveraging PHP application frameworks (preferably Laravel).
- 4+ years’ experience with modern UI frameworks.
- 4+ years’ experience with relational databases (preferably Oracle) with the capability to perform tuning and develop complex queries and database objects, including both DML and DDL.
- Experience developing web services, preferably RESTful web services.
- Experience with Containerization and Virtualization, preferably Docker.
- Experience using code repositories, preferably GitHub/GitLab/Git.
- Experience using continuous integration tools.
- Experience with database query tools (i.e. TOAD, SQLDeveloper, SQLNavigator).
- Knowledge and experience with architectural design patterns, such as MVC (Model-View-Controller).
- Knowledge of relational and object-oriented database designs.
- Knowledge of object-oriented design methodologies.
- Knowledge of Information Systems Development Methodology (ISDM).
- Knowledge of database security, including role-based security.
- Ability to be creative, to use sound judgment, and to display foresight to identify potential problems and design/specifications and assigned application software systems.
- Ability to establish and maintain effective working relationships with others.
- Ability to work independently.
- Ability to determine work priorities and ensure proper completion of work assignments.
- Ability to work well under pressure and meet deadlines without sacrificing quality.
- Excellent interpersonal, collaborative, oral and written communication skills.
- Onsite attendance is an essential function of this position.
Minimum Qualifications:
At least four years of verifiable related experience in maintaining and supporting PHP applications and performing technology and architecture upgrades to ensure the stability of applications is required. Post-secondary degrees from an accredited college or university with a major in computer science, information systems, information technology or a related field may be used as an alternative for the required years of experience on a year-for-year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees.
Position of Special Trust Requirement:
This position is designated as a Position of Special Trust in accordance with DEP Directive 422, Positions of Special Trust or Responsibility. Successful completion of background screening will be required for this position.
Preferred Qualifications:
- PHP, Oracle, and/or Web-based Certifications
- Experience with CI/CD Pipelines
- Experience with Cloud Environments, preferably Azure
- Experience with Kubernetes, preferably Azure Kubernetes Services (AKS)
- Familiarity with Agile development, specifically Scrum, Extreme Programming (XP) and Kanban
- Ability to document processes and standards

$40-$45 / Hourly
