CONDITIONS OF EMPLOYMENT:

  1. New employees of the Florida State Guard will be required to pass a pre-employment drug screening and level II background check

  3. Florida State Guard OPS positions are paid on a biweekly basis.

MINIMUM REQUIREMENTS:

  • An Associate's Degree in a telecommunications field of study and
  • At least (5) years of proven experience in programming, operating, maintaining and network configuring mobile multi-band and multi-spectrum digital encrypted and non-encrypted communications systems in multi-agency public safety environments.

 

 

Position Related Requirements

  • This position is a position of trust due to the secure information and technology that will be accessed by the incumbent.  This position requires an FBI-CJIS security background check and JTF-SLERS background check, CJIS security clearance to include fingerprinting as a condition of employment pursuant to Chapter 110.1127, 435 and 943, Florida Statutes.  As an applicant for positions requiring CJIS security clearance, you are required to disclose criminal records that have been sealed or expunged.
  • A valid Florida driver license is required. A Florida driver license check will be conducted on the selected applicant.
  • FCC license preferred.
  • This position will require some overnight travel on an occasional basis. 

 

Description of Position:

The Florida State Guard (FSG) is seeking a knowledgeable and experienced Telecommunications Specialist to support and manage the organization’s tactical mobile communication systems. This role is responsible for administrating FSG telecommunication environments to ensure efficient, effective, and compliant operations across the enterprise, and with partner state and local agencies.

 

DUTIES AND RESPONSIBILITIES:

  • The incumbent of this highly technical position is responsible for the programming, ad-hoc network configuration, maintenance and management of a portion of the Florida State Guard communication system. This system is comprised of mobile and portable radios (Florida's Statewide Law Enforcement Radio System (SLERS), L3HARRIS, Trellisware, Iridium Satellite phones, and like technologies) repeaters, base stations, MIMO antenna systems, etc) mobile devices (tactical radios and phones) and deployable computer systems .
  • Responsible for inventory management including equipment check in/out process.
  • Responsible for testing radio code, radio programming software and related items.
  • Responsible for area management and security of agency specific encryption keys.
  • Responsible for integrating radio and related equipment sets into agency network configurations.
  • Provide training assistance for radios users of agency communications systems and related equipment.
  • Provide technical assistance to field personnel with radio system, equipment, and/or operational problems.  Recommend test procedures and corrective actions.  This requires knowledge of Radio Frequency (RF) engineering principles.
  • Responsible for configuration and integration of dismounted tactical networks into mobile command vehicles and command posts. 
  • Oversee vendor maintenance of contract work and provide corrective action as needed. 
  • Assist with preparing detailed system and equipment specifications and documentation to enable the agency to modernize equipment and services as required.
  • Perform other related duties as they pertain to telecommunications, procurement activities and lease agreements.
  • Serve as an agency liaison by interfacing with state and local government and non-government entities to support communications interoperability.
  • Provide coordination with other public safety agencies regarding joint operations related to law enforcement communications.
  • Perform other related duties as assigned.
  • Position may respond to emergencies, including natural disasters or other type incidents requiring frequent travel, extended and irregular hours.

 

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Skilled at programming, deploying and operating mobile radio systems.
  • Skilled at frequency management.
  • Skilled at design and configuration of mobile ad-hoc networks (handheld, mobile command vehicles, and vessels) incorporating multi-band, multi-waveform radio systems (VHF/UF/SHF and P25), repeater systems, and cross-banding voice-communication systems. 
  • Knowledge of electronic and RF principles and practices.
  • Ability to evaluate and analyze data to develop recommendations, solve problems and other activities particularly relating to radio systems (telecommunications).
  • Knowledge of conceptual understanding of enterprise WAN and LAN networking technologies and architectures.
  • Knowledge of Information Security.
  • Knowledge and understanding of configuring CradlePoint and Tactical Awareness Kits environments on tactical phones and laptops.
  • Skilled at installing and providing technical support for software and mobile phone applications
  • Ability to conduct fact-finding research.
  • Ability to deal with vendors.
  • Ability to utilize problem-solving techniques.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to read, understand, and comply with the agency’s policies, procedures, guidelines, and practices relating to industry standards.
