POSITION DESCRIPTION:  Develop and maintain pavement design manuals, procedures, and standard indexes.

 

Plan, coordinate, and conduct reviews of pavement design processes and quality control plans, pavement type selection reports, and activities of the districts and Turnpike.  This includes in-depth reviews of all district pavement type selection reports for submittal to asphalt and concrete industries. Follow up on results of reviews through training, modifications to procedures, additional reviews, and other actions as necessary to further improve pavement design quality.

 

Prepare and conduct training courses, both instructor and computer based, in the areas of flexible pavement design, rigid pavement design, and pavement type selection.

 

Evaluate new payment design methodologies and computer programs for potential integration into Florida Department of Transportation pavement design procedures.  This involves the review and calibration of the new Mechanistic-Empirical National design software Pavement-ME for Florida conditions.

 

Attend various technical committee meetings and represent the State Pavement Design Engineer when he or she is not available to attend.

 

Provide technical pavement design advice to districts, local governments, and consultants.

 

Provide input, develop requests, and review specifications and pay items related to pavements.

 

Serve as Project Manager for the Roadway Design Office General Engineering Consultant contract. This will include management of consultants' work to assist in Roadway Design Office efforts.

 

KNOWLEDGE, SKILLS AND ABILITIES:  Knowledge of the concepts, terminology, principles and analytical techniques of Civil Engineering.  Knowledge of engineering design, construction, production and/or operations. Skill in using engineering tools, equipment and/or instruments.  Ability to analyze and interpret engineering data.  Ability to plan, design, evaluate and investigate engineering works and systems.  Ability to apply engineering quantitative techniques.  Ability to solve problems relating to engineering.  Ability to plan, organize, and coordinate work assignments.  Ability to communicate engineering information effectively. Ability to establish and maintain effective working relationships with others.

 

REQUIRED LICENSURE/REGISTRATION/CERTIFICATION: Professional Engineer Licensure in the State of Florida, pursuant to Chapter 471, Florida Statutes.

MINIMUM QUALIFICATIONS: Registration as a Professional Engineer in accordance with Florida Statute 471 and two years of post-registration experience.
