Position Overview and Responsibilities:
This position serves as Payroll/Leave and Attendance Lead on the People First Team and will be responsible for managing those areas within the People First system. This position requires a high degree of confidentiality, accuracy, and adherence to timeframes. In order to effectively and efficiently manage all aspects of the People First Payroll and Leave & Attendance modules, the employee’s duties will include (but are not limited to):
• Serving as the state’s leading expert for the Payroll and Leave & Attendance modules.
• Acts as a liaison for the People First Team with the service provider, state agencies, employees, learners, and the Division of State Human Resource Management for payroll and leave & attendance processes.
• Provides input on the effect of leave & attendance and payroll policy and proposed collective bargaining on the People First system. Reviews new or revised payroll and leave & attendance rules, legislation, strategic plans and proposals on payroll and leave & attendance issues for impact on the People First system and presents findings and/or makes recommendations.
• Developing and proactively managing detailed project plans for the payroll and leave & attendance system implementation and related projects.
• Recommends enhancements and develops business requirements to ensure that the Payroll and Leave & Attendance modules and related functions (e.g., interfaces, screens, processes, reports) and assigned BOBJ and SAP portal reports in the People First system are comprehensive, user-friendly, reliable, and accomplish objectives.
• Developing and executing detailed test scripts for the payroll and leave & attendance system.
• Facilitating and leading end-user acceptance testing sessions.
• Developing end-user communications and training materials.
• Facilitating and leading end-user training sessions.
• Reviewing and providing input into the state’s legislative process regarding the impact of proposed legislation on the People First system and related processes. Successfully managing day-to-day tasks, while leading implementation of new system releases.
Knowledge, Skills, and Abilities:
• Strong working knowledge of the People First Payroll and Leave & Attendance modules, within the People First system.
• Knowledge of basic project management principles and practices.
• Ability to identify, plan, organize, prioritize, and coordinate multiple large work assignments at the same time.
• Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of management practices.
• Proficient in the following applications: Microsoft Word, Excel, PowerPoint and Outlook.
• Ability to organize data into logical format for presentation in reports, documents and other written materials.
• Strong written and oral communication skills.
• Strong proofreading and editing skills.
• Strong organizational skills.
• Ability to establish and maintain effective working relationships with others.
• Ability to work effectively within a team-based work group that consists of state employees and vendor staff.

Minimum Qualifications:
Preference will be given to candidates with experience working in a related information technology role (i.e., business analyst or functional analyst roles), who also possess a strong working knowledge of People First payroll and leave & attendance processes.
