Overview:

 

This full-time Career Service position is based out of the Florida Fish and Wildlife Conservation Commission's Conservation Engagement and Education’s office in Tallahassee and will serve as the Business Manager supporting CEE and the Florida Youth Conservation Centers Network . The successful candidate will join a dedicated team that works to “create the next generation that cares” about conservation. FYCCN has numerous conservation centers, a team of regional coordinators, the Project WILD program, and hundreds of partners who work together to support youth in conserving Florida’s fish and wildlife. We support the delivery of summer camp programming and year-round school field trips, which embody the four pillars of the FYCCN: Shooting Sports, Angling, Boating, and Wildlife Discovery. 

 

Work at the FWC is cross-functional, meaning duties may cross Division/Office lines. The Commission expects employees to function across FWC's organizational structure by providing their skills and expertise wherever needed through work on teams or as directed. The ideal candidate will have high emotional intelligence, good listening and writing skills, strong organizational skills, and the ability to multitask at a high level. Persons with a working knowledge of State Contract or Purchasing Management and associated programs such as FACTS, FLAIR, FL PALM, MyFloridaMarketPlace (MFMP), PCard Works, Statewide Travel Management System (STMS), Ariba on Demand, People First, and Microsoft Office Suite software are encouraged to apply.

 

 

Minimum Qualifications:

 

  • 5 years of professional experience in office management, purchasing, budget, personnel, or an agency program area, OR
  • Substitution of a bachelor's degree from an accredited college or university and two years of professional experience in office management, purchasing, budget, personnel, or an agency program area, OR
  • Substitution of a master's degree from an accredited college or university, OR
  • A doctorate from an accredited college or university can substitute for the required experience.

 

 

Position Requirements:

  • Employment in this position is contingent upon a satisfactory criminal history check (fingerprint-based) in accordance with Chapter 435, Florida Statutes.
  • Possess and maintain a valid Florida Driver License.
  • Statewide travel is required to perform the duties of this position (1-25%).
  • May require work time outside of regularly scheduled hours over 40 hours per week, including evenings and weekends.
  • Must be a Florida Certified Contract Manager or obtain certification within six months.

Description of Duties:

This position in the CEE Director's office will support a statewide team with their purchasing, budgeting, travel, and hiring needs. This position could supervise other positions in the future.

The incumbent will:

  • Understand customer service and public administration principles, including planning and monitoring financial and budget issues related to managing the FYCCN.
  • Interpret statutory and agency rules, regulations, and policies to accomplish activities and ensure compliance, which requires in-depth knowledge of agency principles, policies, and procedures.
  • Manage and administer budget in cooperation with the CEE Director; analyzes previous fiscal year allocations and requests the appropriate budget amount to cover current year needs.
  • Work with the FWC Finance and Budget Office to prepare for the implementation of FL PALM.
  • Approve purchases; coordinate and monitor OPS, OCO, FCO, and expense allotments; analyze FLAIR reports; coordinate with staff to resolve coding, expenditure, or encumbrance issues; request budget adjustments to ensure spending remains within authorized limits; and evaluate and implement cost-saving measures.
  • Prepare contracts, bids, and purchase orders and route accordingly.
  • Conduct periodic meetings and provide ongoing guidance, training and technical assistance to  CEE staff about new or revised policies and procedures related to purchasing, information technology, customer service, property, and personnel management.
  • Maintain communication with CEE Administrative Assistant related to Fish & Wildlife Foundation of Florida (FWFF) expenditures.
  • Manage and coordinate personnel paperwork; perform background checks in compliance with state/federal laws and regulations; initiate PARs; assist with employee appraisals; and monitor/approve timesheets for assigned personnel.
  • Complete Administrative Duties, such as attending staff meetings, completing and submitting required reports, participating in professional development courses, and completing timesheets in a timely and thorough manner. Ensure that files and documentation are complete, accurate, and confidentially maintained; perform other duties as required. 

 

 

Knowledge, Skills, and Abilities:

  • Is highly organized and able to keep accurate and complete records.
  • Knowledge of state purchasing rules, contracting procedures and state accounting system;
  • Knowledge of MFMP, Works, STMS, FLAIR, Ariba on Demand, People First, and FL PALM;
  • Knowledge of administrative and standard office principles, policies, and practices;
  • Skilled in using Microsoft Office Suite;
  • Ability to compile, collect, and organize data;
  • Ability to train, coach, and support employees in implementing business requirements
  • Ability to organize and coordinate work assignments;
  • Ability to work independently and finish tasks promptly;
