Job Description:

The employee in this position will serve as the Personnel Consultant (HR Generalist) for the Division of Blind Services and will report directly to the Division's Personnel Administrator.  This position is in Tallahassee, Florida in the Division's State Office.  The employee will prepare personnel actions, will serve as timekeeper by maintaining attendance and leave records, will onboard new employees, and will prepare position advertisements in the People First System.  This is a highly confidential position, and the confidentiality of these matters must be always maintained. 

 

Duties & Responsibilities:

(Note: The omission of specific job duties does not preclude management from assigning specific duties not listed herein if such duties are a logical assignment to the position.)

The Florida Department of Education (FDOE) has an open position that is responsible for executing the following functions:

 

  • Preparing personnel actions; to include recommendation, separation, leave of absence, reclassification, reorganization, and OPS action requests. 
  • Serving as timekeeper for the Division by maintaining attendance and leave records; preparing monthly Leave Without Pay (LWOP) spreadsheets as needed, sending out LWOP due date reminders and assist with timesheet completions as needed.  Answer questions regarding attendance and leave policies and procedures.
  • Opening, drafting, submitting, closing and maintaining all position requisitions (advertisements) in the People First System for the Division. 
  • Communicates on a regular basis with the People First Staffing Specialist(s). 
  • Provides direct support to the Personnel Administrator and supports the Personnel Administrator with work-related duties as required.  This includes handling office functions and providing support to the Personnel Administrator during their absence. 
  • Maintains confidentiality of Human Resource matters as well as confidentiality of client-related information.  This may include requests for FMLA, FSWP, ADA and other sensitive matters including Labor Relations and employee conduct. 
  • Confidential FDLE/FBI/CJIS data will flow through the Personnel Consultant's office.  This information must be kept secure and always locked away and confidentiality of these matters must always be maintained. 
  • Houses and maintains all Division HR files and records; to include scanning/filing, storing, destroying, assisting with records management, and housing some paper files in a secure and private location.  The files must remain under lock and key when the employee is away from their office area. 
  • Consults with the Personnel Administrator, and other staff on personnel-related activities and matters and will provide direction, guidance and technical support to Division staff relating to Personnel functions, programs, and responsibilities. 
  • Guides and supports the Division HR Liaisons who are located within the 10 District Offices, to include the 5 Satellite Offices, as well as at the Braille & Talking Books Library, the Career, Technology, and Training Center for the Blind & Visually Impaired, and throughout the Business Enterprise Program (BEP). 
  • Notifies the Personnel Administrator and/or the Division Director immediately should any Labor Relations or employee conduct matters arise. 
  • Serves as an intermediary along with the Personnel Administrator to the FDOE Personnel Office, the FDOE Payroll Office, the FDOE Office of Labor Relations, the FDOE Information Technology staff, and the FDOE Inspector General's Office. 
  • Drafts, reviews, and processes changes and updates to the Division's position descriptions.
  • Tracks, monitors, and reports on vacant positions. 
  • Runs People First data warehouse reports to include vacancy, turnover, transaction, employee roster, salary/rate information, and leave and attendance audits on a monthly or "as needed" basis. 
  • Works with and maintains an extensive knowledge of the People First Onboarding System and will ensure all required documents are completed timely and accurately. 
  • Updates and maintains all Division Human Resource forms and distributes forms to Division HR Liaisons when updates or changes are made. 
  • Assists with updating and maintaining Division Human Resource guides and manuals. 
  • Assists the Personnel Administrator with Division training to include quarterly Division HR Liaison meetings, yearly Division HR Liaison meetings, yearly Supervisor and/or VR trainings, and will assist with training of all new Division HR Liaison(s) as needed. 
  • Assists the Personnel Administrator with gathering, analyzing, and researching complex Labor Relation matters.  The employee may at times assist with the preparation of final action documents, memos, letters, etc. for disciplinary proceedings. 
  • Assists the Personnel Administrator by responding to Public Records Requests as needed.
  • Assists the Personnel Administrator with handling Emergency Management tasks by updating and utilizing the FDOE Everbridge Emergency Notification System and working with the Division’s COOP plan. 
  • Assists the Personnel Administrator with Division recognition programs to include delivering awards, certificates, lanyards, etc. and recognizing staff on their birthdays and work anniversaries.
  • Assists the Personnel Administrator with morale building and morale boosting programs within the Division.
  • Assists with updating office and Division directories, spreadsheets, etc.

  • Ability to collect, evaluate, and analyze data to develop alternative recommendations, solve problems, and document workflow.
  • Knowledge of other activities relating to the improvement of operational and management practices,
  • Ability to organize data into logical formats for presentation in reports, documents, and other written materials.
  • Ability to conduct fact-finding research, and the ability to utilize problem-solving techniques.
  • Ability to work independently with little to no supervision.
  • Ability to understand and apply applicable rules, regulations, policies, and procedures relating to operational and management analysis activities.
  • Ability to plan, organize and coordinate work assignments.

  • Ability to multi-task, pay strict attention to detail, conduct fact-finding research, and support and assist the Personnel Administrator with emergency projects and last-minute tasks.

Preferred Qualifications:

Preference will be given to candidates with:

    • One (1) year experience preparing personnel actions, which can include hiring/recommendation, separation, leave of absence, reclassification, reorganization, and OPS requests.
    • Experience using the People First System or a similar human resource tracking system.
    • Prior experience working with confidential matters.

Leave Information: (SES)

    • Annual Leave - Employees in Selected Exempt Service positions are credited with 176 hours of annual leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of the initial appointment.
    • Sick Leave – Selected Exempt Service positions are credited with 104 hours of sick leave upon appointment.  In subsequent years the annual allotment is credited on the anniversary date of the initial appointment.

 

Background Screening Requirement:
