ADVERTISING TITLE: PERSONNEL SERVICES SPECIALIST
This open competitive advertisement is for an OPS (Other Personal Services) position located at Central Office in Tallahassee, FL in Retirement & Benefits.
The mission of the Retirement & Benefits section in the Florida Department of Corrections (FDC) is to provide employees with accurate, timely, and comprehensive information regarding their retirement and benefits options.
This position is not a Telework position and is required to report to the FDC office in the area it serves.
- Act as a consultant for Central Office OHR and other Human Resources staff to include contacting People First and other departments withing FDC on their behalf and on the behalf of employees in their area.
- Process and certify retirement applications (Service Retirement, Disability Retirement, DROP, Investment Plan, Special Risk Administrative Support Class) for agency employees.
- Complete Final Salary Certifications.
- Set-up payroll deductions for underpaid retirement contributions in People First for employees.
- Voucher agency underpaid health premiums and retirement contributions.
- Respond to inquiries and request receive via email, voicemail, fax, or phone from employees, managers, and HR personnel regarding issues pertaining to benefits enrollment, premiums, eligibility, QSCs, and errors in a timely manner as well as retirement plans, classes, eligibility, vesting, and error in a timely manner.
- Receive, process, verify, and maintain personnel related documents, related to retirement and benefits.
- Complete DROP Split reporting in FRS Online System.
- Assist with FDC Open Enrollment Benefits Fair.
- Assist the Benefits Manager and Payroll Manager as needed.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Knowledge of the State of Florida's People First system.
- Knowledge of the Division of Retirement's FRS Online system.
- Knowledge of the Bureau of State Payrolls (BOSP) rules, policies, and procedures
- Knowledge of computer programs used by the Department (i.e., FLAIR, ATMS2, People First, etc.).
- Knowledge of the basic principles of the State of Florida's Personnel laws, rules, and regulations.
- Skills in identifying complex problems and reviewing related information to develop and evaluate options and implement solutions.
- Skills in communicating with others to convey information effectively.
- Ability to communicate effectively in written and oral form.
- Ability to compose correspondence.
- Ability to work independently performing a variety of professional duties.
- Ability to collect, evaluate and analyze data relating to personnel program functions.
- Ability to understand and apply applicable rules, regulations, policies, and procedures.
- Ability to establish and maintain effective working relationships with others.
- Ability to plan, organize and coordinate work assignments; and
- Excellent customer service skills.
BENEFITS:
OPS employees who work an average of 30 hours or more per week are eligible to enroll in state group insurance plans. Standard PPO/HMO Options include:

- Spouse Program: $15 biweekly
- Employee & Family: $90 biweekly.
- Dental - FDC offers five separate dental plans with multiple options and rates for each plan type with monthly premiums as low as $12.64.
- Vision - FDC offers one single vision plan through Humana with monthly premiums as low as $5.92.
- Life - FDC offers a $25,000 group term life insurance plan to eligible OPS staff through Securian at the low monthly premium of $3.78. When enrolled in basic life, employees may also elect child life and spouse life insurance plans.
- Retirement - As an OPS employee, the Florida FICA Alternative Plan with Corebridge Financial affords you an excellent opportunity to help accumulate money for a secure retirement. You contribute 7.5% of your compensation to this tax deferred plan. Participation is mandatory for all OPS employees, except for re-employed retirees, and enrollment is automatic.
REQUIREMENTS:

- Must possess a high school diploma or its equivalent.
- Must have at least one (1) years of professional Human Resources/Personnel experience.

BACKGROUND SCREENING REQUIREMENT
The Florida Department of Corrections requires all job applicants and volunteers to pass a Level 2 background check as per Chapter 435, Florida Statutes. This check must be completed before they can start working or volunteering.
