MINIMUM REQUIREMENTS:
A high school diploma or its equivalent and five (5) years of professional or non-professional experience in human resources.
An equivalent combination of education and experience which equals five (5) years can substitute for the above requirements.
A bachelor’s degree from an accredited college or university and one (1) year of experience as described above.

JOB DUTIES:
Responsible for providing the upmost customer service when working with assigned divisions’ Personnel Liaison and hiring managers, communicating information and answering questions regarding all aspects of the hiring process. Compiles appropriate information for preparing and posting vacancies in the People First Staffing System. Prepares final posting of position along with qualifying questions and submits through the appropriate approval process prior to posting. When requested, expands advertisement postings for unique positions to on-line periodicals, university job boards, association sites, etc., pointing back to People First to make application.
Identifies candidates meeting the minimum requirements who are claiming veterans’ preference (VP) and individuals who have eligible layoff status. Conducts outreach and/or research on any candidates claiming VP who have not submitted appropriate documentation in the application process until resolution on status is attained. Provides a list of VP and qualified layoff candidates who are required to be interviewed to the district liaisons.
Screens applicants for meeting minimum requirements as requested by assigned divisions. Upon receiving the completed hiring package from the divisions, ensures the appointment request is correct and that all back-up is in order, complete and meets required state and federal laws, policies, and procedures. This includes salary recommendation, appointment status, type of appointment, etc. Ensures that the selection process and paperwork required for VP and Selective Service registration are in accordance with appropriate rules. Follows up with the liaison in cases where issues have been identified or with the hiring manager for additional questions, information, and/or clarification as needed.
Conducts employment background verifications on recommended candidates to include (when applicable) Driver and Vehicle Information Database (DAVID), Selective Service registration, employment, education verification, and certification/licensure verification. Ensures that FDLE Sexual Offender and Predator search is included in back-up from division (if applicable).
Ensures protocol and procedures have been followed throughout the selection process, files for advertised positions are complete, labeled and filed to be maintained for the designated retention period.
Maintains logs for tracking purposes on DAVID, recruitment log with detailed information on all actions conducted within the assigned divisions, a candidate log identifying where they heard about the position, and a log of identified veterans.
Performs other related duties as required.
