MINIMUM REQUIREMENTS:

A high school diploma or its equivalent and five (5) years of professional or non-professional experience in human resources.

An equivalent combination of education and experience which equals five (5) years can substitute for the above requirements.

A bachelor’s degree from an accredited college or university and one (1) year of experience as described above.

JOB DUTIES:

Works with all Personnel Liaisons and supervisors as needed in response to questions regarding the hiring process.  Reviews, analyzes and processes vacancy requisitions in the People First Staffing System in a timely manner.  Ensures that the information contained in the vacancy requisition and hiring package is accurately complete, complies with personnel rules and regulations, state/federal requirements and all department policies and procedures.  Assists liaisons and supervisors with guidance with interview questions, hiring techniques and selection modules, as needed.  Ensuring that information contained in the selection module is accurate and complies with all policies, procedures, and rules.  Ensures that liaisons and supervisors make sure all required employment forms are completed by the applicant and submitted with the hiring package. 

Builds/Processes appointment requests and conducts employment background verifications on recommended applicants to include Driver and Vehicle Information Database (DAVID) checks, FDLE Sexual Offender and Predator search (if applicable), Selective Service registration checks, employment, and education verification on recommended applicants.   (both national and international education requirements), and applicable certification/licensure (if applicable) verification. 

Ensures the upmost customer service when working with division(s) in preparing requisitions and qualifying questions for their vacancies in the People First Staffing System, as well as National and Regional searches.  Responsible for gathering all pertinent information, building drafts, securing approval, posting requisitions, and acting as the hiring manager with the People First Staffing Team for the department.  Assists in preparing work samples or interview questions with division representatives as needed.  Once the requisition has closed, runs report of all applicants, and identifies eligible veterans and layoffs, and sends the final list of qualified applicants to the division’s representative. 

 

Interprets and explains employment rules and procedures to department supervisors and managers as needed.  Reviews and works directly with division supervisors regarding recommended candidates, ensuring compliance with personnel rules and regulations, state/federal requirements and agency procedures as needed.  This includes salary recommendation, appointment status, type of appointment, etc.  Ensures that the selection process and paperwork required for veterans’ preference and Selective Service registration are in accordance with applicable rules. Contacts Personnel Liaison or supervisor as needed for clarification and/or additional information.

Ensures protocol and procedures have been followed throughout the selection process, ensures backup files for advertised positions are complete, labeled and filed to be maintained for the designated retention period.   

Maintains the following logs for tracking and audit purposes: FHSMV DAVID system - runs and reviews driver history for meeting established driving requirements on recommended candidates for positions requiring driving, upon hire, electronically transfers driver history information attained on recommended candidate into their personnel file for permanent retention; Appointment   Log - maintains detailed information on all actions conducted within the assigned division(s) as well as identifying newly hired veterans as applicable; Marketing Source Log – maintains identifying where recommended candidates heard about the position.

Assists with scanning of all appointment packages that come through the Recruitment section for permanent retention within individual personnel files. Trains new employees on scanning procedures and the system utilized for the process.

Maintains the designated Florida Forest Services (FFS) link that employees can submit a collective bargaining agreement request for Reassignment, Lateral Action, Change in Duty Station. Determines if the individual meets the requirements for the request, if met, updates the FFS spreadsheet, located on a shared drive with the division.  Follows up with monthly report for eligible employees list to the division to reflect eligible requests.

Responsible for processing all volunteer appointments to the FFS by tracking within the personnel log, if required to drive, checking the driver license history, and updating the volunteer FFS spreadsheet, located on a shared drive with the division.

Assists in coordination of and department representation at University Career/Fairs/Job Expositions, community functions and other civic organizations as needed in order to improve recruitment efforts.

Assists supervisor on special projects and performs other related duties as required/requested.
