Minimum Bi-weekly Rate of Pay: $1,429.64 (In accordance with current spending restrictions, if the appointment is an internal promotion, the position will be filled at the minimum of the pay grade or up to 5% of the employee’s current rate, whichever higher).
DUTIES AND RESPONSIBILITIES:
This position performs professional work in the Bureau of Human Resources in the program areas of Payroll, Workers’ Compensation, and Retirement.
Monitor supplemental payroll which includes overtime, on-call, and retro payments to ensure payments are valid and processed timely.
Monitors leave without pay report for employees who are out for more than three consecutive pay periods. Timely place the employee on a Leave of Absence (LOA) PAR in People First to avoid salary overpayment. Notify the employee, liaison, and supervisor of LOA action via email.
Process LOA Personnel Action Request (PAR) to return the employee from LOA status once confirmed by supervisor of no leave without pay for four (4) consecutive pay periods.
Process on-demand payments as required.
Prepare letters for refund requests.
Cancel salary warrants.
Prepare report to destroy cancelled warrants.
Assist and respond to assignments from management and inquiries from customers within a 24-hour period.
Resolve payroll questions and issues for employees in a timely manner.
Prepare salary warrants to be mailed to liaisons for distribution to employees within their respective areas.
Send notification via email to employees of Direct Deposit requirement.
Mail W-2s and request duplicate W-2s for employees.
Serves as the final compliance reviewer of all separation actions ensuring all required documents are received and legible for AxiomPro filing. Notify liaison of missing documents.
Update name change, social security number, and date of birth information in the People First system.
Responsible for daily review and processing of electronic retirement invoices. Analyze each invoice to ensure compliance with method of payment.
Responsible for processing vouchers for retirement and underpayment of employer benefit payments.
Update drug screening results in Human Resources Employment System (HRES) within 24 hours of receipt.
Responsible for providing assistance in the absence of the Workers' Compensation, Drug Screening, Retirement and Report Administrator.
Performs other related duties as assigned.
MINIMUM QUALIFICATIONS FOR THIS POSITION INCLUDE THE FOLLOWING REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of payroll processing procedures.
Knowledge of Department of Financial Services rules.
Knowledge of Principles and Techniques of written and verbal communication.
Knowledge of filing techniques.
Knowledge of People First system and FLAIR Payroll system.
Knowledge of the Florida Retirement System.
Knowledge of Department of Management (DMS) Rules, Policy and Procedures, Bureau of State Payrolls Manual, Florida Statutes, Department of Juvenile Justice (DJJ) internal Policy and Procedures, DJJ's Payroll, Benefits and Attendance & Leave website, and applicable People First screens.
Ability to understand and apply applicable policies, procedures and rules relating to Personnel programs.
Ability to be organized and prioritize work assignments.
Ability to collect and evaluate data relating to Personnel functions.
Ability to establish and maintain effective working relationships with others.
Ability to handle sensitive information relating to employee's payroll and benefits record.
PREFERRED QUALIFICATIONS:
Two (2) years of Florida Accounting Information Resource (FLAIR) experience.
Two (2) years of experience with the Division of Retirement FRS Online system.
Two (2) years of experience processing electronic retirement invoices.
Two (2) years of experience processing PAR actions in People First.
SPECIAL NOTES:
