Position Overview and Responsibilities: 

This position serves as section leader responsible for benefits management, payroll, leave & attendance management and talent management modules (recruiting, performance, learning and on-boarding) and manages, identifies and develops system-wide solutions for these modules and functions of the human resource information system (HRIS). This position requires a high degree of confidentiality, accuracy, and adherence to timeframes. 
 
This position oversees vendor performance on system related performance metrics, system releases, upgrades, and new implementations. 
 


Managerial Oversight:

•    Directs and supervises the Insurance Benefits, Payroll and Leave & Attendance and Talent Management team leads to ensure compliance with the Department’s employment policies and procedures and the State’s statutes and rules. 
 


Thought Leadership:

•    Consults with the People First Project Administrator to establish the priorities and objectives for the benefits management, payroll and leave & attendance management and talent management modules and other priorities as assigned. 
•    Coordinates, leads and participates in meetings with Service Provider, consultants, and other key stakeholders to fully document business requirements for the HRIS, in preparation for the next procurement.  
•    Coordinates and participates in meetings and focus groups to gather information on current system issues, needed enhancements, and key requirements for the HRIS.  
•    Represents the People First Team at professional meetings and conferences and may be required to prepare and deliver presentations to communicate / disseminate information, including designing handouts, manuals, training material, etc. 
•    Attends conferences, workshops, and training programs and researches human resource related literature to enhance personal human resource knowledge, skills, and abilities. 
 


Systems Design:

•    Manages the development, implementation, maintenance, enhancement and monitoring of the benefits management, payroll and leave & attendance management and talent management modules in the People First system. 
•    Recommends enhancements and develops business requirements to ensure that the benefits management, leave/attendance and payroll management and talent management modules of the People First system are comprehensive, user-friendly, reliable, and accomplish objectives. 
•    Reviews functional design documents to ensure business requirement documents are implemented in accordance with state’s requirements. 
•    Reviews rough order of magnitude (ROM) documents to ensure the ROM meets the stated business requirements and to determine the overall reasonableness of the estimate.  
•    Conducts and manages final testing of enhancements during the user acceptance testing process and after production implementation. 
•    Ensures thorough People First system training materials and agency correspondence (general communications, alerts, etc.) are timely developed and coordinates with appropriate parties to disseminate. 
•    Performs independent reviews and analysis to detect systemic issues in a timely manner and to identify areas for improvement. 
 


Operational & Project Management:

•    Coordinates and carries out operational or day-to-day activities to ensure stakeholder expectations are met.  These activities include managing the annual staffing and recruiting purge process; responding to applicants regarding recruiting concerns; and other benefits, payroll and leave & attendance and talent management processes.  
•    Maintains project plans to adequately plan, prioritize, organize, and accomplish assignments in a timely and accurate manner to ensure completion of program objectives. 
•    Ensures all performance metrics assigned to work unit are reviewed and findings are reported to the People First Contract Administrator, or delegee, by the 28th day of each month (for the prior months metric’s). 
•     Coordinates and provides regular and timely status updates on work plans, assignment logs, deliverables, processes, and procedures. 
•     Acts as a liaison for the People First team with the Service Provider, state agencies, employees, prospective employees and the Division of Human Resource management. 
 

 
Knowledge, Skills, and Abilities:

•    Knowledge of basic management principles and practices. 
•    Strong written and communication skills. 
•    Ability to work within and lead professional workgroups. 
•    Ability to identify, plan, organize, prioritize, and coordinate multiple large work assignments at the same time. 
•    Ability to collect, evaluate, and analyze data to develop alternate recommendations, solve problems, document workflow, and other activities relating to the improvement of practices, system use, and process flows. 
•    Strong knowledge of the People First system. 
•    Experience managing project plans for system implementations. 
•    Proficient in the following computer applications: Microsoft Word, Excel, PowerPoint, Outlook, Project, and Access. 
•    Ability to work effectively within a team-based work group. 
•    Strong knowledge of State of Florida human resource policies. 
•    Strong knowledge of State of Florida State Group Insurance policies. 
•    Strong knowledge of State of Florida payroll policies.
