This position plays a key role in Florida Fish and Wildlife Conservation Commission’s Waterway Management Unit by evaluating, coordinating, and streamlining regulatory efforts related to boating safety zones, manatee protection areas, and waterway marker permits. The role involves program evaluation, interagency coordination, rule development, and stakeholder engagement to support safe and environmentally sound use of Florida’s navigable waterways.

Primary Responsibilities:

Evaluate Florida Uniform Waterway Marker (FUWM) permit applications and amendments for compliance with Chapter 327 F.S., and applicable administrative rules and federal laws. Review local government ordinances for consistency with state law; assist with the development of marker sign plans and associated documentation. Ensure all permit-related data is accurately entered and maintained in the agency’s marker database. Analyze legal descriptions, maps, and supporting materials related to proposed boating-restricted areas. Explore innovative strategies and technologies to improve permit process efficiency and compliance.

Assess data and documentation related to the planning and development of boating safety and manatee protection zones. Develop and initiate recommendations for rulemaking, including tracking initiatives and projecting future needs based on utilization trends. Assist in preparing state rulemaking documents and ensure deadlines for internal and external review and publication are met. Support the Management Analyst in identifying program inefficiencies and proposing streamlined alternatives for permit processing and resource management.

Collaborate with local, state, and federal government agencies, stakeholders, and law enforcement to develop, review, and implement waterway management and enforcement initiatives. Coordinate internally across divisions (e.g., Boating Safety, Grants, Imperiled Species, Habitat and Species Conservation) to support agency-wide objectives. Represent the Division at public meetings, hearings, workshops, and conferences, as appropriate. Strengthen interagency partnerships to improve boating safety, habitat protection, and waterway marker compliance.

Assist with the FWC Marker On-Call Program and address reports of non-compliant or damaged markers. Monitor inspection and maintenance schedules to ensure that posted zones meet regulatory standards. Assist with damage assessment and emergency coordination following natural disasters or catastrophic events. Respond to public and interagency correspondence related to waterway management issues in accordance with Chapter 120, F.S., and agency policy.

Participate in developing annual reports and presentations for the Boating Advisory Council, Legislature, and agency leadership. Contribute to strategic planning efforts that anticipate future waterway management needs and address potential issues proactively. Support Planner III in managing countywide marker maintenance projects, including budgeting, contracts, and agreements.

 

Knowledge, Skills, and Abilities:

  • Knowledge of Florida statutes and administrative rules related to waterway management and administrative procedures
  • Knowledge of methods for compiling, organizing, and analyzing data relevant to regulatory compliance, and program evaluation.
  • Strong skills in data analysis, project management, and problem-solving.
  • Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint, Access).
  • Ability to interpret and apply complex statutes, rules, and policy guidance.
  • Ability to analyze programs, proposed projects, and legal documentation (e.g., maps, ordinances, legal descriptions).
  • Ability to communicate effectively, both verbally and in writing, with a range of stakeholders including agency staff, government officials, and the general public.
  • Ability to use ArcGIS or similar geographic information systems (GIS) for spatial analysis and mapping.
  • Strong organizational skills; able to manage shifting priorities and fluctuating workloads.
  • Ability to work independently and as part of a team in both in-office and remote environments.
  • Willingness to travel as needed.
  • Must possess a valid driver's license and successfully pass a Level 2 background check.
  • Education: Bachelor’s degree preferred; equivalent combination of state training and relevant experience may substitute for a degree.
