Position Overview and Responsibilities:
Will conduct organizational studies and evaluations on office procedures providing technical assistance and developing procedures to assist the Office of Resilience and Coastal Protection to operate more efficiently and effectively. This is a professional position primarily responsible for maintaining the legal framework of the Florida Coastal Management Program (FCMP) and coordination of coastal hazards activities within the Office of Resilience and Coastal Protection. The FCMP is a complex interagency and intergovernmental program involving state-wide issues and interactions with federal, state, and local agencies and other states. The individual in this position must have good interpersonal skills, exercise independent judgment, be able to facilitate workshops, and ensure work products are of the highest quality and comply with applicable state and federal statutes and rules.
Prepares Routine Program Changes, public notices, and other documents necessary for the National Oceanic and Atmospheric Administration’s approval of changes to the statutes that will keep the federal consistency reviews consistent with legislative changes. Manages the routine program changes process so that update requests are submitted on an annual cycle. Updates the FCMP Guide each year with the approved program changes so that the public and all federal agencies can easily find the current information for the Program.
Through coordination with the Program’s network state agency partners, the Clearinghouse and Office of General Counsel, acts on behalf of the FCMP for several ongoing and new initiatives. Coordinates with local governments, Aquatic Preserve and National Estuarine Research Reserve staff, state and federal agencies and the public for a unified preparation and response to these initiatives. Leads the Coastal Managers Forum which quarterly brings together all the network partner agencies to coordinate with each other and learn of current and future projects by different agencies.
Coordinates, participates, initiates, and leads various special projects for ORCP. Special projects include public educational events, training events, and partnering projects with businesses and/or other agencies. Assists with FCMP reviews and program support events and projects such as attending Coastal States Organization’s coastal hazard meetings or NOAA’s Southeast Region’s Resilience call. Provides support for facilitated discussion for FCMP 2026-2031 assessment and strategies.
Assists with efforts to improve performance in all FCMP programmatic activities.

Required Knowledge, Skills, and Abilities:
- Knowledge of Florida coastal policies.
- Ability to interpret rules and regulations.
- Ability to demonstrate high levels of computer literacy and efficacy with the Microsoft Office Suite.
- Ability to effectively communicate verbally and in writing.
- Ability to work independently and as part of a team to achieve a task.
- Ability to determine work priorities and ensure proper completion of work assignments.
- Ability to interact with supervisors, coworkers, and the public in a tactful and courteous manner.
- Ability to be adaptable, flexible, resourceful and to maintain a positive outlook
- Ability to travel, including single-day and multi-day trips.
Minimum Qualifications:
- At least three years of verifiable related experience in the environmental field. Post-secondary degrees from an accredited college or university with a major in a natural or other science may be used as an alternative for the required years of experience on a year-for-year basis.
- Valid Driver’s License
- Ability to travel, some overnight.
