The Work You Will Do:

This is an advanced planning position in the Resilient Florida program responsible for analyzing, coordinating, and implementing the program’s role in community and coastal resilience planning initiatives. The position is responsible for consulting and assisting local governments with develop of projects that will include sea level rise vulnerability assessments and adaptation plans, in-depth review of grant-funded projects, and general technical assistance, all requiring a broad knowledge and expertise in resilience and adaptation principles and techniques.  Incumbent may need to travel to local governments to accomplish duties.

 

The Difference You Will Make:

The Resilient Florida Program was established during the 2021 Legislative Session with the passage of SB1954/HB7019 and the creation of section 380.093, Florida Statutes. This legislation will ensure that communities have the resources they need for resilience planning and project implementation, as well as creating a framework for a cohesive, coordinated statewide approach to addressing the impacts of sea level rise, the effects of intensified storms and localized flooding. The program will administer the Resilient Florida Grant Program, complete a comprehensive statewide flood vulnerability and sea level rise data set and assessment, develop annual Resilience Plans consisting of prioritized projects for funding consideration, support Regional Resilience Entities and collaborate with the Florida Flood Hub of Applied Research and Innovation.  The program will include sections devoted to planning, grant and budget management, technical support and data management.

Your Specific Responsibilities:

This is an advanced planning position in the Resilient Florida program responsible for independently analyzing, coordinating, and implementing the program’s role in community and coastal resilience planning initiatives. The position will conduct organizational studies and evaluations on office procedures providing technical assistance and developing procedures to assist the Resilient Florida program to operate more efficiently and effectively and is responsible for consulting and assisting local governments with develop of projects that will include sea level rise vulnerability assessments and adaptation plans, in-depth review of grant-funded projects, and general technical assistance, all requiring a broad knowledge and expertise in resilience and adaptation principles and techniques.

Coordinates and assists with the management of technical projects including the development and population of grant management applications and in the use of OCULUS.

Consults with and assists applicants with the development of scopes of work for planning grant-funded projects.

Reviews planning project deliverables for sound resilience and adaptation aspects and recommends acceptance/rejection.

Manages and tracks assigned planning projects.

Functions as primary planning contact for assigned grant-funded projects.

Provides consultative and technical assistance to local governments.

Develops and provides presentations and outreach as needed.

Coordinates and facilitates informational workshops and webinars as needed.

Prepares and maintains accurate reports and records describing activities in the assigned area of responsibility.

Assists in the development of program materials.

Incumbent may need to travel to local governments to accomplish duties.

Performs other duties as assigned.

 

Required Knowledge, Skills, and Abilities:

  • Knowledge of climate change and resilience-related concepts, such as sea level rise causes and effects, adaptation strategies.
  • Knowledge of urban and regional planning concepts.  
  • Knowledge of applicable Florida statutes.
  • Knowledge of floodplain management concepts.
  • Ability to communicate clearly and effectively both verbally and in writing 
  • Ability to establish effective working relationships and negotiate effectively.
  • Knowledge of Microsoft Office.
  • Ability to apply critical thinking for planning problems.
  • Ability to independently exercise sound judgement performing duties.
  • Ability to handle multiple tasks and manage time efficiently.
  • Ability to provide technical assistance to Department staff, local governments, and other external stakeholders.
  • Ability to represent the Department on committees and provide effective presentations.

 

Minimum Qualifications:

  • A bachelor's degree from an accredited college or university and two years of verifiable related experience; or any combination of post-secondary education or verifiable related experience, as described above, for a total of six years.
  • A valid driver license
