Position Overview and Responsibilities:

The incumbent in this position is responsible for the planning and development of all short-term and long-range budget related activities for the Division of Real Estate Development & Management (REDM) Program, as well as the overall coordination of the Legislative Budget Requests. The major responsibilities of this position include:

  • Developing, preparing, coordinating and integrating the Facilities Program Legislative Budget Request, for operations: prepare and document amendments to approved budgets and all supporting justifications for requirements and other budgetary needs to satisfy the statutory responsibilities.
  • Performs administrative tasks that assist the REDM FCO Budget Manager and other program management in coordinating broad and complex administrative activities and FCO responsibilities designated to the Department of Management Services.
  • Implements budgets for all FCO projects under the responsibility of the Facilities Program. Plans, forecasts, and determines the need for release of FCO funds and assists the budget manager in securing the releases for design, bidding, or construction phases of these projects.
  • Serves as the lead position for the Fixed Capital Outlay (FCO) budget team, acting as the primary liaison for both internal and external stakeholders, ensuring effective communication, and coordination in managing FCO budgets and related activities.
  • Allocation and monitoring throughout the fiscal year of each program component’s approved operating budget.

 

At the direction of higher-level management, develop plans and implement program functions for comprehensive financial planning and programming including:

  • Revenue and expenditure forecasting and the development of alternative funding resources.
  • Ensure all FCO appropriations are in balance in the TRIRIGA System.
  • Ensure all account codes are adequate and accurate to support agency obligations in FLAIR and AOD.
  • Monitors FLAIR reports to verify appropriations, disbursements, releases and sufficient funding.
  • Primary Liaison between the division’s budget team and the Bureau of Financial Management Services.
  • Assists with the reconciliation of Operating budgets.
  • Assists with comparing each program area’s actual performance with their original plan of operation and assists these program areas in revising their plans for future operations as necessary.
  • Compare the statutory responsibilities of the Facilities Program with available departmental resources and making recommendations to leadership to ensure the most effective allocation of these resources.
  • Recommend methods of financing proposed Fixed Capital Outlay projects.
  • Aid agency officials and their staff to promote the most efficient and effective accomplishment of the operating objectives of this program at the lowest cost.
  • Performs administrative tasks that assist the FCO Budget Manager and Program executive management in complex administrative activities and FCO responsibilities designated to the Department of Management Services.

Minimum Qualifications:

  • Minimum of five years of professional experience in budgeting and accounting. A postsecondary degree may be used as an alternative for years of experience on a year-for-year basis.
  • Minimum of three years’ experience in FLAIR.
  • Minimum of two years’ experience with legislative budget requests.
  • Experience with revenue and expenditure forecasting.
  • Experience developing and monitoring an organization's budget.
