Duties and Responsibilities

The Department is preparing for organizational changes following the completion of Phase II of the Office of Motorist Modernization initiative. While this office remains the current organizational structure, pending final approval of the proposed changes, the new section will continue and expand critical Business Analysis functions. This position will play a key role in evaluating existing Motorist Services systems and supporting the implementation of new projects, WRAPs (Legislative and Non‑Legislative), and system update efforts.

This position will help ensure continuity and consistency of business requirements across the enterprise. The Enterprise Planning Consultant will be expected to understand the functional areas and activities of each team, serve as a liaison among business and technical groups, and establish and support processes and standards for documenting business requirements.

 

Knowledge, Skills, and Abilities

  • Knowledge of basic computer programming concepts, including configuration, development, and batch processing.
  • Experience with Agile software development methodologies, including Scrum.
  • Experience using Team Foundation Server, Azure DevOps, or similar work‑item tracking systems.
  • Strong analytical and problem-solving skills, including business process evaluation and re-engineering.
  • Ability to understand complex issues, analyze information logically, and recommend effective solutions.
  • Ability to troubleshoot system issues and present solution options to internal and external stakeholders.
  • Excellent verbal and written communication skills, with the ability to communicate clearly and in detail.
  • Skilled in preparing and delivering presentations or reports to executive leadership, stakeholders, technical teams, and peers.
  • Ability to build and maintain effective working relationships at all levels of the organization.
  • Ability to work independently and collaboratively within diverse team environments.
  • Ability to manage multiple competing priorities and meet deadlines.
  • Strong computer skills, including proficiency with Microsoft Word, Excel, and SharePoint.

  • Ability to assist with Quality Assurance activities, including identifying and documenting system deficiencies.

Preferred Qualifications

Preference will be given to candidates with the following:

  • Experience using requirement management software, such as Blueprint or Jira.
  • Experience working on a software development project for atleast 1 year.
  • Experience creating process flow diagrams.
  • Experience creating UI mock-ups.

 

Job Related Requirements

 

  • The position you are applying is subject to a Level 2 background check, along with Criminal Justice Information System (CJIS) clearance, to include a fingerprint-based check of the criminal records of the FBI, as a condition of employment pursuant to Chapter 110.1127, 435 and 943, Florida Statutes.  Please note that, since this position requires CJIS clearance, the Department will have access to all an applicant’s criminal and juvenile delinquency records, even those that have been sealed or expunged.  
  • Normal work hours are Monday through Friday, 8:00 a.m. – 5:00 p.m., although working overtime during the week and on weekends may occasionally be required. 

 

Note:

Potential candidates will be required to complete an oral interview and work sample.  This position will be located in Tallahassee, Florida.

 

General Information

  • The elements of the selection process may include a skill assessment and/or oral interview.
  • Applicants being considered for employment will be required to submit to a fingerprint-based background investigation, which will include a check of the criminal history records of the FBI.  Fingerprints and associated information/biometrics will be retained in the FBI’s Next Generation Identification (NGI) system and fingerprints may continue to be compared against fingerprints submitted to or retained by NGI.
  • FLHSMV employees are paid once a month on the last workday of each month.  All state employees are required to participate in the direct deposit program pursuant to s. 110.113 Florida Statutes.
