Duties and Responsibilities

This is a professional position reporting to the Operations and Management Consultant Manager- SES in the Bureau of Records, Public Records Program. The incumbent must have extensive working knowledge of state contracting and public record laws and must be able to work independently with minimal direction. This position is responsible for developing complex and non-complex Memorandums of Understanding (MOUs), contracts, agreements, data exchanges, related training, and providing high level technical assistance to agency and external members related to MOUs and/or contract activities. This position is authorized to implement, monitor, enforce, and evaluate policies and procedures for the execution of MOUs and contracts.  The ideal candidate for this position will coordinate and develop strategies to enforce vendor compliance with state and federal laws and administrative rule.

 

Knowledge, Skills, and Abilities

  • Ability to conduct fact-finding research.
  • Ability to use problem-solving techniques.
  • Ability to communicate effectively, verbally and in writing.
  • Ability to work independently and make routing decisions with minimal direction.
  • Knowledge of Microsoft Office applications, including Outlook, Word, and Excel.
  • Knowledge of rules, laws and policies regarding Driver’s Privacy Protection Act and Florida Statutes.
  • Ability to collect, evaluate, and analyze information to determine key issues, resolve problems, and develop alternative recommendations.
  • Skill in identifying deficiencies and implementing improvements relating to operational, performance, and management practices.
  • Skill in proofreading, editing, spontaneously drafting language, and verifying data for accuracy.
  • Ability to keep up-to-date on laws, rules, and/or statute changes, and apply them to policies, processes and procedures related to MOUs, contracts, and Florida Statutes.
  • Ability to maintain knowledge of rules as mandated by FLHSMV Management Manual, DMS, DFS, or the Auditor General’s Office.   

 

 

Preferred Qualifications

Preference will be given to applicants with professional work experience:
•    In contract management and data exchange processes. 
•    Collecting and verifying data for accuracy and completion.
•    In conducting investigations.
•    Reviewing documents to ensure compliance with contracts. 

 

 

Preference will also be given to applicants who have an Associate’s degree or higher from an accredited college/university.

  • The elements of the selection process may include a skill assessment and/or oral interview.
  • Applicants being considered for employment will be required to submit to a fingerprint-based background investigation, which will include a check of the criminal history records of the FBI.  Fingerprints and associated information/biometrics will be retained in the FBI’s Next Generation Identification (NGI) system and fingerprints may continue to be compared against fingerprints submitted to or retained by NGI.
  • FLHSMV employees are paid once a month on the last workday of each month.  All state employees are required to participate in the direct deposit program pursuant to s. 110.113 Florida Statutes.
