Position Overview and Responsibilities:
- In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department’s Standards of Conduct, as well as all Departmental rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position.
- This is an advanced position as a Planning Consultant which will conduct organizational studies and evaluations on office procedures providing technical assistance and developing procedures to assist the Division of Waste Management to operate more efficiently and effectively. This position will be responsible for understanding the process and requirements for funding work under Agency Term Contracts and will serve as an administrative reviewer for scopes of work drafted under these contracts.
- Works with other teammates and technical staff to successfully bring petroleum contaminated sites to closure.
- The incumbent will provide contract management and planning support to site managers and contractors with regard to the processes, regulations and requirements associated with the cleanup of petroleum contaminated sites in the state of Florida. Duties require experience in, and management of contracts associated with petroleum cleanup in the state of Florida and a thorough understanding of contractual requirements, Chapter 62-780 and Chapter 62-772, Florida Administrative Code (F.A.C.). The allocation of duties for the position are as follows:
- Actively participates in negotiations for Performance Based Cleanup or Advanced Cleanup projects and serves as a reviewer for drafted agreements. Plans and supports Site Managers assigned work under Performance Based Cleanup or Advanced Cleanup agreements with insuring overall requirements of Agreements are met.
- Incumbent will assist in tracking State-Owned Remediation Equipment and serve as a point of contact for site managers across the state for planning the implementation of cleanup under a Consent Order at petroleum cleanup sites. Planning, implementing, and tracking cleanup funding suspension at sites with compliance violations. Planning, tracking, drafting agreement contracts, and reporting on Advanced Cleanup, Advanced Cleanup Redevelopment and Performance Based Cleanup projects.
- This position may be assigned to manage staff augmentation or administrative services contracts or provide support for management of those contracts.
- Performs other duties as assigned by supervisor.
Required Knowledge, Skills, and Abilities:
- Knowledge of and familiarity with the concepts and principles of contamination assessment, remediation, and evaluation of associated costs therewith, particularly petroleum-related cleanups.
- Skill in using personal computers and office software.
- Skill in group negotiations, problem solving strategies and conflict resolution.
- Ability to communicate effectively verbally and in writing in a technical fashion.
- Ability to establish and maintain effective working relationships with a diverse group of professionals.
- Ability to plan and organize a complex workload.
- Ability to analyze and interpret scientific and technical data.
- Ability to understand and apply applicable rules, regulations, policies, and procedures.
- Ability to plan for work needs and manage contracts.
Minimum Qualifications:
- At least four years of verifiable related experience. Post-secondary degrees may be used as an alternative for the required years of experience on a year-for-year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees.
- Valid Driver’s License
- Occasional Travel is required.
- Must obtain within the first 6 months of employment and maintain OSHA Safety Certification.
- Must obtain within the first year of employment and maintain Florida Contract Manager Certification.
Position of Special Trust Requirement:
The incumbent of this position, in accordance with sections 110.1127 and 435.04, Florida Statutes and DEP Directive 422, Background Investigations, is required to successfully complete a background and fingerprint check.
Preferred Qualifications:
- Three years of professional related experience.
- Experience with OCULUS, STCM, FIRST, and MapDirect.
