Your Specific Responsibilities:

 

DOH-Leon seeks a Planning Consultant for Public Health Preparedness. This position supports the Florida Department of Health in Leon County Health Department (Leon CHD) in response to health/medical emergencies resulting from terrorist acts, pandemics, hazardous materials incidents, or natural disasters. This position may be required to work beyond normal work hours or days in the event of a local, regional, or State emergency The position receives technical direction, projects, and tasking through the DOH-Leon Environmental Administrator.

 Incumbent will lead planning, conducting of drills and full-scale exercises for Leon CHD staff. Develops the after-action reports and improvement plans within 90 days of exercise. Participates with county partners in local, regional, and statewide drills and exercises.

 Attends all required Leon CHD meetings to meet expected requirements for preparedness program. Attends meetings, conferences, and workshops with local, regional, and state partners. Participates on internal committee and councils of the DOH Leon.

 Represent CHD at 75% of BBHCC coalition meetings and perform outreach to community partners. This position serves as designated Everbridge Administrator. Maintains up to date Special Needs Shelter staffing roster (emergency teams) and ensures readiness using Everbridge.

 Duties include ensuring all new onboarded staff are registered in Everbridge and assigned to a group, to respond to drills within one hour. During actual emergencies, will send important information to Leon CHD staff. The Planning Consultant serves in a leadership role as part of an IC team during public health response incidents and leads the activation of the SpNS Shelter acting as the Shelter Director.

 This position serves as local CHD Safety Coordinator involves monthly inspections of all facilities, attestations for monthly worker’s compensation claims, quarterly conference calls, accident/incident paperwork, quarterly local safety committee meetings-agenda and minutes. Incumbent is responsible for managing budget for the program. Monitors program performance to ensure program is within budgeted expectations and makes necessary adjustments as needed.

Required Knowledge, Skills, and Abilities:

• In Must be able to safely lift at least 50 lbs and carry at least 10 feet. • Must have a valid driver’s license and must be able to drive and safely operate a pick-up truck alone or while pulling a supply trailer. • Must be a custodian for equipment and supplies and have an accurate inventory available. • Must be able to work in a small warehouse. • Must have the ability to maintain confidentiality and handle confidential information. • Must possess exemplary computer literacy including use of MS Office suite, survey monkey, know how to format, hyperlink, complete online surveys, and any required written assignments.

 

Qualifications:

 IS 100, 200, 700, 800 required. Preferred - G-300, G-400, HSEEP, Logistics Chief, Planning Chief, Finance Chief, Operations Chief, Safety Officer, Liaison, Incident Command, preferred. A degree or certificate in Emergency Management or related specialty. Revised 3/6/2025 Recent planning experience and writing of plans is desired. Ability to be delegate as needed.
