Your Specific Responsibilities:
This is a highly responsible professional position under the direct supervision of the Operations Manager C-SES )Cancer Program Administrator) within the Bureau of Tobacco Free Florida Cancer Prevention and Control Program (CPCP). This position provides planning coordinates evaluation, monitoring and reporting of the Florida Comprehensive Cancer Control Program (FCCCP) projects and works closely with the Cancer Program Administrator to monitor progress toward agency goals. Duties include but are not limited to the following:
Provides overall leadership and guidance of the Florida Comprehensive Cancer Control Program. Leads all aspects of the Centers for Disease Control and Prevention’s cooperative agreement for development and implementation of the FCCCP. Manages and coordinates the efforts of the Regional Cancer Control Collaboratives. Responsible for assisting the Operations Manager C – SES with development of policy decisions and strategic planning activities related to the FCCCP. Collaborates with the Florida Cancer Control and Research Advisory Council (C-CRAB) and other stakeholders to integrate cancer activities in workplans, strategic plans to reduce the burden of cancer. Manages contracts and FCCCP budget.
Ensures implementation of PSE change efforts through evidence-based interventions among regional collaborative members and other internal and external cancer stakeholders. Ensures that regional cancer control collaborative membership includes diverse, multisectoral national, state and local organizations as dictated by the program guidance. Ensures sustained involvement among coalition members to implement PSE change strategies through evidence-based interventions and reports metrics in accordance with program guidance. Ensures necessary training and resources are provided to coalition members to implement PSE efforts. integrates cancer programming with internal and external programs to reduce the burden of cancer. Coordinates with chronic disease prevention partners and local cancer control efforts with the state’s regional cancer control collaborative infrastructure. Coordinates with independent evaluator to inform program planning and performance improvement.
Manages contracts with FCCCP implementation partners, including regional cancer control collaboratives and cancer centers for policy expertise. Works with program fiscal coordinator to assure tracking of expenditures and reimbursements. Monitors program funding levels, reallocates funds as needed and develops carry forward and/or budget revision requests for submission to the Centers for Disease Control and Prevention. Performs contract management duties, relative to the review, approval of deliverables and invoices and adequate contract manager’s file documentation at least every six months. Complete monitoring activities as appropriate (required). Develops procurement solicitation, complete process and executes contract.
Reports on and assesses cancer-related efforts which impact or can impact the agency. Serves as the liaison for cancer prevention and control programming aspects of the Department including the agency strategic plan, legislative bill analysis, and other assignments as needed. Serves on local and state task forces, coalitions, or networks on appropriate health education related projects to further the goals of the FCCCP and incorporates these issues into other project areas. Maintains current knowledge and skills in areas of responsibility through attendance at professional meetings, teleconferences, and updates when available, and by reading current literature pertinent to cancer.
Collaborates with other staff in the CPCP and other bureau programs to integrate programming as much as possible to further the goals and programming of each. Make presentations to public venues such as the C-CRAB as needed.
Perform other duties and responsibilities as assigned or required by program activities
- Required Knowledge, Skills, and Abilities: : Ability to plan and develop programs or components; understand and apply rules, regulations, policies and procedures; supervise staff; communicate effectively, verbally and in writing; knowledge of public health system and management philosophies and trends; ability to collect, evaluate & analyze data to develop recommendations, solve problems, document workflow & improve program; and conduct fact-finding research, work independently, plan, organize and coordinate assignments.
Qualifications:
Minimum – Four years of equivalent work experience. Emergency Duty: Incumbent may be required to work during or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs or Red Cross shelter, or to perform other emergency duties including, but not limited to responses to or threats involving any disaster or threat of disaster, man-made or natural. The incumbent may have access to records containing social security numbers in the performance of job duties. Purchasing Card, Assigned Purchasing Card responsibilities. Complies with and monitors compliance (when applicable) of the mandatory requirements in S.215.422,F.S., and Ch. 3A-24, F.A.C. Contract Manager .
