Duties and Responsibilities

The Planning Consultant position serves as the Florida Highway Patrol’s Contracts and Grants Manager.  This position is responsible for assisting in the preparation, review, documentation and management of all contracts.   This position will also research and present new grant opportunities, write grant applications and manage awarded grants from implementation through to the close of the grant to ensure all reporting and grant objectives have been met accurately and timely.  You will serve as the liaison with other Agencies, HSMV Bureaus and Divisions, and FHP subject matter experts to complete these functions.  Additional responsibilities include assisting with special projects, ad hoc research reports, presentations, and technical assistance as needed.  This position will assist the Florida Highway Patrol as needed to support the Division in operating more efficiently and effectively in any way requested. 

 

Knowledge, Skills, and Abilities

  • Experience analyzing, evaluating and managing contracts.
  • Experience writing and managing grants.
  • Ability to understand, interpret and apply applicable rules, regulations, policies and procedures relating to contract and grant requirements.
  • Ability to collect, analyze and interpret financial and operational data.
  • Knowledge of state Accounting, Budget and Purchasing rules and regulations.
  • Ability to plan, organize and coordinate with internal and external stakeholders to complete work assignments.
  • Skill in communicating professionally and effectively both verbally and in writing.
  • Ability to present information verbally via phone, in person and/or via video conference application such as Microsoft Teams.
  • Ability to monitor and report timely on the status of projects and tasks to upper management.
  • Ability to establish and maintain effective working relationships with others.
  • Skill in prioritizing and managing multiple projects simultaneously.
  • Ability to create charts, tables, slides, presentations and other visual presentations of data.
  • Ability to create procedures, meeting agendas, technical reports, etc.
  • Ability to work independently.
  • Ability to utilize problem solving techniques.
  • Skill in the use of Microsoft Office including Work, Excel, Outlook, and Teams.

Preferred Qualifications

  • Preference will be given to applicants who currently hold a Florida Certified Contract Manager (FCCM) certificate.
  • Has knowledge of state Accounting, Budget and Purchasing rules and regulations.
  • Experience managing grants with the State of Florida.
  • Experience researching financial data.
  • Has an associate’s degree or higher from an accredited college or university.

 

Job Related Requirements

  • High school diploma or equivalent.
  • The incumbent will be required to become a Florida Certified Contract Manager within six (6) months of hire pursuant to sections 215.971 and 287.057(14) of the Florida Statutes.
  • The position you are applying is subject to a Level 2 background check, along with Criminal Justice Information System (CJIS) clearance, to include a fingerprint-based check of the criminal records of the FBI, as a condition of employment pursuant to Chapter 110.1127, 435 and 943, Florida Statutes.  Please note that, since this position requires CJIS clearance, the Department will have access to all an applicant’s criminal and juvenile delinquency records, even those that have been sealed or expunged. 

 

 

General Information

  • The elements of the selection process may include a skill assessment and/or oral interview.
  • Applicants being considered for employment will be required to submit to a fingerprint-based background investigation, which will include a check of the criminal history records of the FBI.  Fingerprints and associated information/biometrics will be retained in the FBI’s Next Generation Identification (NGI) system and fingerprints may continue to be compared against fingerprints submitted to or retained by NGI.
  • FLHSMV employees are paid once a month on the last workday of each month.  All state employees are required to participate in the direct deposit program pursuant to s. 110.113 Florida Statutes.
