POSITION DESCRIPTION: Provides construction cost expertise to the Districts/Turnpike Enterprise and Central Office in the review and cost estimating of projects in the Department's Work Program as requested.  Reviews plans, specifications, standard plans, etc. to provide guidance on developing unit costs for various pay items.  Performs data analyses on estimating data, bid data, and pay items.  Provides cost estimating data to support Bridge Development Reports, Pavement Type Selection Reports, Risk Analysis Workshops, Value Engineering Studies, and other processes involving construction cost.  Prepares base cost analysis to support Risk Analysis Workshops on major projects.  Prepares cost estimating guidance on new and updated pay items and updates on cost trends for major items.  Assists in conducting construction cost estimating training.  Reviews and comments on pay item, specification, standard plan, handbook, procedure, manual, etc. development. 

 

Supports District/Turnpike Enterprise Estimates Coordinators in providing quality construction cost estimates and contract bid reviews.  Prepares bid review packages for Central Office Let (Class 1) contracts.  This includes assisting the Districts/Turnpike Enterprise with preparing bid review analysis and performing other analysis as determined by the Contract Awards Committee.  Posts, organizes, and maintains these documents on the office SharePoint site. Assists in conducting bid review analysis training.

 

Reviews annually with the Districts/Turnpike Enterprise their construction cost estimates developed for the 5-year Work Program. Ensures that all estimates are properly documented in either the Long Range Estimates (LRE) or Design Quantities and Estimates (DQE) application and comply with other requirements. Coordinates with Districts on review findings.

 

Evaluates post-award contract data, construction market trends and bidding patterns to make recommendations for increasing competition and facilitating competitive pricing, to support cost estimating processes, to support other contracting functions as applicable, and to determine if there are indications of collusive behavior. Prepares written reports of the post-award evaluation results.  Reports will include a summary of the data evaluated and areas of concern.  Prepares and presents formal oral and written presentations to Department management.  Develops and maintains desk procedures for market analysis activities.

 

Reviews plans, specifications, and preliminary estimates of projects scheduled for advertisement to determine the percentages of work in the various categories to establish the required prequalification work class for the prime contractor. 

 

Conducts quality assurance reviews of the District/Turnpike Enterprise construction cost estimate preparation process. These reviews include evaluating their processes with statewide policies/procedures and providing recommendations for process improvements. Coordinates/communicates with Districts on the findings. 

 

KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar; Knowledge of the concepts, terminology, principles and analytical techniques of an engineering specialty area; Knowledge of engineering design, construction, production and/or operations; Knowledge of road and bridge design and construction, and contract plans development process; Knowledge of the methods of compiling and analyzing data; Skill in using computer software for word processing, spreadsheets, database management, and presentations; Skill in effective oral and written communication; Ability to understand and apply applicable laws, rules, regulations, policies and procedures; Ability to review, analyze, and interpret engineering data; Ability to create and analyze complex spreadsheets; Ability to apply engineering quantitative techniques; Ability to solve problems relating to engineering; Ability to plan, organize and coordinate work assignments; Ability to communicate effectively orally and in writing; Ability to prepare and make presentations; Ability to work effectively in teams as a participant, facilitator and leader; Ability to establish and maintain effective working relationships with others.

 

REQUIRED LICENSURE/REGISTRATION/CERTIFICATION: Registration as a Professional Engineer, pursuant to Chapter 471 of the Florida Statutes.

 

MINIMUM QUALIFICATIONS: Registration as a Professional Engineer in accordance with Florida Statute 471 and one year of relevant post-registration experience.  Post-graduate engineering education may be substituted for post-registration experience on a year-per-year basis.
