Position Overview and Responsibilities:

The Procurement Operations Analyst is a versatile, cross‑functional position responsible for supporting the division’s procurement, contract administration, and contract management activities. This role provides a unified, efficient point of service by adapting to operational needs and bridging functional gaps across the procurement lifecycle. The Procurement Specialist delivers day‑to‑day coordination of procurement actions, oversight of contract lifecycle processes, and structured workflow support to ensure continuity and compliance. The position applies advanced technical knowledge, ensures adherence to applicable statutes and rules, and contributes to the development and maintenance of consistent operational standards across the procurement unit.

 

Contract and Procurement Coordination

Coordinate procurements from planning through award, including drafting, reviewing, and editing solicitation documents, scopes of work, negotiation materials, evaluation tools, and award recommendations.

Maintain commodity and contractual service contract files and support updates to the division’s contract tracking database.

Monitor renewals, amendments, financial approvals, and other contract actions to ensure timely completion.

Collaborate with internal stakeholders, including the General Counsel’s Office, to resolve procurement and contract-related issues.

Serve as a flexible resource to fill operational gaps between procurement, contract administration, and contract management as needed.

 

Contract Management & Administation Support

Support contract performance monitoring through data collection, report development, deliverable tracking, and follow‑up on corrective actions.

Assist in developing and maintaining policies, procedures, templates, guides, and tools that support contract management and compliance.

Identify process gaps and propose workflow, documentation, or system improvements to enhance efficiency.

 

Unit Workflow Coordination & Staff Support

Provide daily coordination of procurement workflows, ensuring assignments are organized, timely, and compliant.

Offer technical assistance to procurement staff and Contract Managers on standards, MFMP requirements, documentation practices, and compliance expectations.

Assist the Procurement Administrator with staff development documentation and identifying training needs.

 

Data Analysis, Reporting & Legislative Monitoring

Collect, evaluate, and analyze data to produce reports, dashboards, and performance metrics for procurement and contract operations.

Research legislative or policy changes impacting procurement and summarize findings for leadership.

Support development of written recommendations and analysis for process adjustments or compliance impacts.

 

Strategic Planning & Special Projects

Assist with division strategic planning efforts, business process analysis, automation projects, and operational improvement initiatives.

Perform special assignments requiring advanced research, analytical skills, or procurement expertise.

 

Emergency Response Support 

Participate in emergency procurement activities as required to support continuity of operations.

Perform additional duties assigned by management.

 

Essential Functions, Job Responsibilities & Performance Standards

Coordinate all phases of the contract lifecycle, including development, solicitation, negotiation, award, execution, renewal, amendment, and closeout.

Maintain and monitor contract files, databases, performance documentation, and other records to ensure compliance and accurate reporting.

Collaborate with divisional bureaus and the General Counsel’s Office to resolve contract issues, support construction contract processing, and ensure timely execution.

Provide guidance, mentoring, and technical support to contract managers and procurement staff to ensure adherence to agency standards.

Develop, maintain, and update policies, procedures, templates, and process documentation related to contract and procurement operations.

Conduct quality assurance reviews and implement performance monitoring plans for selected contracts within the division.

Analyze legislative, policy, and procedural changes affecting procurement and prepare reports or recommendations.

Perform process analysis, strategic planning support, and assist with automation or operational improvement initiatives.

Support emergency response operations during and outside normal business hours, as required.

Utilizes computer skills to create, manage, analyze, and document sizable datasets and/or research information.

Perform other duties as assigned by management.

In state travel may be required.

Understanding of workflow management, process improvement methodologies, and procurement analytics.

 

Working knowledge of MyFloridaMarketPlace (MFMP), FACTS, and other procurement or contract management platforms.

Minimum Qualifications:

Four years of professional experience in Purchasing, preferably in contract management, business, project management, or a related field. Completion of a 4-year degree from an accredited college or university can substitute for experience.
Florida Certified Contract Manager (FCCM)
Proficient in My Florida Market Place (MFMP)
Competent in the use of MS Office applications including Word, Excel, and PowerPoint.
