Procurement Operations Lead

Position Overview and Responsibilities:

This position serves as the lead support role for the Procurement Administrator, providing day‑to‑day operational oversight, coordination, and advanced technical assistance in procurement, contract management, contract administration, and process improvement activities. The Procurement Operations Lead acts as the primary point of contact for unit workflow, ensures compliance with applicable statutes and rules, and assists with training and mentoring of procurement staff. 

 

  • Contract and Procurement Coordination
    • Assist in coordinating procurements, including drafting, reviewing, and editing solicitation documents, negotiation, scopes of work, evaluation materials, and award recommendations.
    • Support the Administrator in maintaining all commodity and contractual services contract files and updating the tracking database for division contracts.
    • Monitor contract renewals, amendments, financial verifications, and approvals to ensure timely processing.
    • Liaise with internal stakeholders, including the General Counsel’s Office, to support resolution of contract-related issues.

 

  • Contract Management Support
    • Assist in executing contract performance monitoring activities, including data collection, report preparation, and follow‑up on corrective actions through all phases of the contract lifecycle.
    • Help develop and maintain policies, procedures, templates, and guides to support the contract management process.
    • Support continuous improvement initiatives by identifying process gaps and recommending solutions.

 

  • Staff Guidance and Workflow Leadership
    • Serve as day‑to‑day lead for procurement staff, providing task assignments, workflow coordination, and technical support (non‑supervisory unless you choose otherwise).
    • Mentor team members on procurement and contract management standards, MFMP processes, documentation, and compliance expectations.
    • Assist the Administrator in preparing performance feedback or documentation related to staff development needs.

 

  • Data Analysis, Reporting, and Legislative Monitoring
    • Assist in collecting, evaluating, and analyzing data to prepare reports, dashboards, and tracking metrics related to procurement and contract performance.
    • Assist in research and monitoring of legislative changes affecting procurement activities and preparing summary findings.

 

  • Strategic Planning and Special Projects
    • Provide support for division strategic planning, business process analysis, and automation projects. 1
    • Assist the Administrator with special assignments and initiatives requiring advanced analytical or procurement expertise.

 

  • Emergency Response Support
    • Participate in emergency response activities as required, supporting continuity of procurement operations.

 

  • Perform other duties as assigned by management.

Licensure/registration/certification requirements (If applicable, list the appropriate Florida Statute or federal regulation cite):

 

Minimum Qualifications:

  • Four years of professional experience in Purchasing, preferably in contract management, business, project management, or a related field. Completion of a 4-year degree from an accredited college or university can substitute for experience.
  • Florida Certified Contract Manager (FCCM)
  • Proficient in My Florida Market Place (MFMP)
  • Competent in the use of MS Office applications including Word, Excel, and PowerPoint.
