Position Overview and Responsibilities:
The Department is seeking a motivated professional to serve as a Procurement Specialist in the Division of State Group Insurance. The selected candidate will join the Bureau of Contracts and serve as the lead for procurement research and development and may be required to evaluate and negotiate vendor replies to competitive procurements. This position will be responsible for writing and developing competitive solicitations for complex health and insurance-related services, including third-party administrators, Health Maintenance Organizations (HMOs), and pharmacy benefits managers, wellness vendors, and other state group insurance programs. This position is also essential to the management of procurements, contract implementations, and others as needed to ensure the Division meets goals and required timeframes. This is not a telework position.
Specific responsibilities of this position will include, but not be limited to, the following:
- Conducts procurement research and develops formal solicitation documents that support best value procurement strategies, align with statutory requirements, and address operational and programmatic risks requiring minimal revisions.
- Conducts research of market conditions and provides input on the effect(s) of federal and state benefits policies on the state group insurance program. Reviews new or revised rules, legislation, strategic plans, and proposals on benefits issues.
- Drafts procurement documents and memoranda for management review and approval that compiles information from a variety of sources.
- Routes procurement forms, documents and memoranda for approval and monitors progress to ensure project deadlines are met.
- Creates timelines, planning documents, and other materials used to plan procurement projects and brief management.
- Maintains and monitors master procurement timeline and staggers procurement projects to ensure resources are adequate and to prevent any gaps in services.
- Serves on evaluation and negotiation teams, including review of vendor responses, development of evaluation materials, and documentation of findings,
- Provides regular procurement plan status updates to management, notifying of any issues that may impede or prevent a successful conclusion of the procurement by the required deadline.
- Maintains complete procurement files that are organized, audit-ready, and sufficient to support public records requests, protest defense, and management review.
- Identifies procurement risks, inconsistencies, and timeline concerns early and recommends corrective action to leadership.
- Evaluates completed procurements and recommends improvements to templates, timelines, and procurement planning tools to strengthen future procurements.
- Provides assistance and support for the development of bid specifications and associated legal notifications for benefit procurement initiatives, evaluates respondent submissions, and participates in contract negotiations with health related and/or health insurance companies.
- Attends training programs and researches benefits-related literature to enhance professional knowledge.
Knowledge, Skills, and Abilities:
- Knowledge of the principles and practices of public purchasing.
- Knowledge of Florida procurement laws and rules.
- Strong analytical writing skills which are sufficient to draft clear solicitation language and evaluation materials.
- Ability to manage multiple procurement schedules simultaneously while maintaining document accuracy and statuary compliance.
- Ability to interpret procurement statues, administrative riles, and policy requirements and apply them accurately in solicitation development,
- Demonstrates exemplary organizational and prioritization skills.
- Displays a high level of initiative and is action oriented.
- Careful attention to detail and accuracy in work products; critical thinking and intellectual curiosity.
- Ability to work independently with self-initiative and limited direction; yet be collaborative and team minded.
- Ability to extract data of multiple formats, analyze, and document results.
- Ability to work with a variety of stakeholders in sometimes difficult situations while maintaining professionalism.
- In-depth knowledge and proficiency required using Microsoft Outlook, Word, Excel, PowerPoint, and SharePoint.
- Ability to plan, organize and prioritize work assignments to meet deadlines.
- Demonstrate behaviors consistent with Department values, including integrity, accountability, communication, teamwork, and professionalism.
Minimum Qualifications:
- Two years of demonstrable professional procurement experience drafting formal competitive solicitations governed by statue or rule and managing solicitation processes in public sector, governmental, regulated, or highly structured procurement environment.
- Proficiency in using Microsoft Office applications, including Outlook for email and scheduling, Word for document creation and editing, Excel for data analysis and reporting, PowerPoint for presentations, and SharePoint for collaboration and document management.
