The Florida Department of Management Services (DMS) is a customer-oriented agency responsible for managing the various business and workforce-related functions of state government. Under the direction of Governor Ron DeSantis and DMS’ Executive Leadership Team, the agency oversees the real estate, procurement, human resources, group insurance, retirement, technology, private prisons, fleet, and federal property assistance programs utilized throughout Florida’s state government. DMS is relied upon to establish, maintain and improve the business processes used by state employees to create a better, not bigger government.  DMS facilitates the delivery of these programs and services and provides tools and training to bolster the efficiency and effectiveness of the state’s workforce. Position Responsibilities:


  • Reconciles State Comptroller's ledgers and FLAIR, including appropriations, approved budget releases, receipts, and disbursements on a monthly basis and following the year-end close-out. 
  • Demonstrates a working knowledge of accounting entries to assist various sections, including F&A staff, in correcting entries to fully reconcile and balance the accounts. Provides detail guidance and information to identify the problem entry as well as the entry to correct the issue.
  • Reconciles transfers with other agencies.
  • Reconciles weekly investment balances.
  • Responsible for researching accounting problems. 

Cash Management:

  • Reconciles outstanding vouchers to available cash by each fund every business day. 
  • Prepares investment vouchers and drawdowns as necessary.
  • Responsible for preparing vouchers for state employees' insurance claims.
  • Responsible for monthly entries (TR 10) for Special Purpose Investment Accounts.

Participation in Year-End Financial Statement Preparations:

  • Prepares year-end adjusting entries as directed by the Bureau Chief or Deputy Bureau Chief.
  • Completes assigned statewide financial statement forms.
  • Reconciles Inter-Fund and Intra-Agency transfers.

Additional Duties:

  • Assists the Deputy Bureau Chief and other control/financial reporting staff with resolving accounting issues and completing specially assigned projects.
  • Prepares annual internal financial statements.
  • Serves as the backup for other control/financial reporting positions.
  • Perform other duties as assigned or requested by the Bureau Chief, Deputy Bureau Chief, or management.

Knowledge, Skills, and Abilities:

  • Knowledge of and ability to accurately apply accounting standards, theory, principles, concepts and practices.
  • Ability to manage complex projects and meet deadlines.
  • Ability to analyze and interpret data/information.
  • Ability to communicate effectively both orally and in writing across a broad audience spectrum.
  • Proficient user of Microsoft Office Suite with emphasis in Word and Excel. 
  • Experience with using accounting systems and other business-related applications such as Access Control, RDS, and FLAIR (preferred).
  • Knowledge of reconciliation concepts and practices.
  • Ability to work independently.
  • Ability to work well under pressure.
  • Ability to provide prompt, reliable, accurate and courteous customer service.
  • Ability to work in a team environment.
  • Ability to establish and maintain effective working relationships.

Minimum Requirements:

  • Experience using FLAIR

Preferred Qualifications:

  • Bachelor's degree in Accounting
  • Three years of accounting related experience.

Other Job-Related Requirements for this Position:

  • A Level II background screening is required.
  • This position requires sedentary work with repetitive motion.
