JOB SUMMARY: This position involves professional level accounting work associated with daily disbursement functions through FLAIR and Ariba on Demand (AOD).  This position will work with a team of accountants assigned to process the payments of assigned program areas along with vendor specific payments as assigned with limited supervision.

This position will be expected to process payments for more complex contracts, settlement agreements and to perform assigned research independently.

This position is responsible for encumbered, unencumbered, and journal transfer payments.  Process invoices timely and accurately for commodities/services for assigned purchase orders/contracts for a large program area. Ensure payments are processed in accordance with Florida Statutes, purchase order/contract requirements, DFS rules and regulations, and DOR policies and procedures.

Responsible for pre and post audit of daily vouchers schedules and approving AOD invoices to ensure accuracy, completeness, and compliance with the Prompt Payment Law, Section 215.422, Florida Statutes; DFS rules and regulations; and DOR policies and procedures.

Perform monthly reconciliations of vendor encumbrances in accordance with Operational Accounting procedures.  Ensure all supporting documentation required for a complete and accurate audit trail of all payments and/or adjustments is maintained.  Responsible for maintaining desk files and general office files in accordance with standard office procedures.

Responsible for working closely with program staff and vendors to ensure payments are processed timely and accurately and to resolve issues involving purchase orders, contracts, invoices, encumbrances, requisitions, etc.

Assist with and/or conduct research activities as assigned using FLAIR reports, information supplied by vendors and/or program staff, etc.

Process certified forward reviews and transactions relative to fiscal year end obligations.

Perform other related duties as required or assigned.

MINIMUM REQUIREMENTS:  

  • Two years of professional or non-professional accounting experience.
  • Two years of experience working in the Microsoft Office Suite.
  • Two years of experience working in Excel.

SUBSTITUTIONS:

  • A bachelor's degree from an accredited college or university with a major in accounting or related fields; OR
  • An AA degree with at least 1 accounting course and 1 year of professional or non-professional accounting experience.

PREFERENCES:

  • At least 1 year processing vendor payments within a State of Florida agency
  • Two years or more of accounts payable experience
  • Two years or more of experience interpreting laws, rules, policy, or procedures.
  • Two years or more of experience using FLAIR and MFMP.
