Overview:
The Florida Gaming Control Commission is responsible for exercising all regulatory and executive powers of the state with respect to legal gaming, including pari-mutuel wagering, cardrooms, slot machine facilities, oversight of gaming compacts, and other forms of gambling authorized by state law, excluding the Lottery, as well as directly enforcing Florida’s gaming laws and combatting illegal gambling activities.
The agency is overseen by five Commissioners who are appointed by the Governor, with Commissioners appointing an Executive Director who leads a team of nearly 200 staff members. The mission of the Florida Gaming Control Commission is to preserve and protect the integrity of gaming activities through fair regulation, licensing, effective criminal investigation, and enforcement.

Position Responsibilities:
The Professional Accountant Specialist, working under the direction of the Revenue Administrator and Chief of Revenue and Audit, provides support to the FGCC’s Division of Pari-Mutuel Wagering. The duties are as follows:
- Coordinates and reviews with revenue staff and other agency staff the recording of receipts related to fines, taxes and fees.
- Reconciles all revenues recorded by the Bureau of Financial Support Services against liabilities and requests adjustments as needed.
- Reconciles FLAIR and Versa Regulation (Versa) to Central Monitoring System – Accounting Program (CMS)
- Processes Indian Gaming payments in Versa and oversees the processing of the Annual Slot License Fee and Compulsive Addictive Gambling Program (CAGP) fee for slot licensee.
- Analyzes, compiles, reviews, and prepares information related to revenue for the Commissions’ Annual Report based on analysis and audit work.
- Acts as the Knowledge Champion for the Division's CMS Accounting System.
- Assists staff with updating or making corrections related to pari-mutuel wagering data in CMS.
- Performs program testing as needed and makes recommendations for improvements to the CMS system.
- Processes CMS access request forms for staff.
- Reviews invoices and deliverables associated with the CMS contract and ensure they are in compliance with the terms of the contract.
- Prepares pari-mutuel, slot, and cardroom financial reports for management, and responds to information requests as needed. Assists pari-mutuel permitholders with questions related to tax and financial information.
- Researches and determines if refunds are needed for overpayments of pari-mutuel, cardroom, or slot taxes and/or fees. Completes and processes applications in Versa and CMS when applicable.
- Analyzes and reviews the accuracy of demographics in CMS, which includes, but is not limited to, applicable tax rates, daily license fees for all handle types, admission of tax rates, tax credits, host to guest relationships, performance schedules, and slot and cardroom tax rates which create permitholder tax/fee liabilities. Make changes as required and notify appropriate staff when applicable.
- Reviews, analyzes, researches and processes the application of greyhound tax credit transfers and monitors use of all tax credits. Makes adjustments in CMS as applicable.
- Completes, reviews, and analyzes Uniform Annual Audits (Financial Statements) and Charity Audits to ensure they are in compliance with Generally Accepted Accounting Practices (GAAP) and Chapters 550, 551, and Section 849.086, Florida Statutes.
- Reviews, prepares, and makes recommendations to the Florida Administrative Rules and manuals related to the Revenue and Financial Analysis Section.
- Performs additional assignments as directed by the Division's Revenue Administrator II, Chief of Revenue and Auditing, and Director of Pari-Mutuel Wagering.
Required Knowledge, Skills, and Abilities:
- Knowledge and ability to understand and apply Florida Statutes, rules, policies and procedures pertaining to pari-mutuel wagering, cardrooms, and slot machine activity.
- Knowledge and ability to apply GAAP.
- Ability to interpret and reconcile financial information as it relates to pari-mutuel wagering, cardrooms, and slot machine enterprises.
- Proficient in Microsoft Excel, to include creating complex formulas, tables, charts and graphs.
- Knowledge of and ability to utilize FLAIR reports.
- Knowledge of and ability to utilize the CMS system and provide direction and guidance to others.
- Ability to use available technology to perform duties, including computer software, hardware, and data systems.
Minimum Qualifications:
- Six (6) years of work experience in auditing and/or the financial field, verified by your application.
- A bachelor’s degree from an accredited college or university in finance, accounting, or business management can substitute for four years of the required work experience.
- Proficient in Microsoft Excel, to include creating complex formulas, tables, charts and graphs.
