The Florida Commission on Offender Review, formerly known as the Florida Parole Commission, is looking to fill a Professional Accountant Specialist – CS. The Commission on Offender Review performs a vital role in Florida’s criminal justice system by preserving the autonomy needed in post-release decisions affecting inmates and ex-offenders. The commission functions as a quasi-judicial, decision-making body. Commissioners preside over weekly meetings at the central office in Tallahassee and various other state locations as required by statute. During these public proceedings, the commissioners make a variety of determinations regarding parole and other releases.

Description:

  • This is a highly professional position which requires the ability to independently apply a variety of accounting skills in performance of the duties of the position. The position is in the Administration section. The primary responsibility of this position is to serve as liaison for accounting matters. This position is responsible for tracking expenditures, preparing expense reports. The incumbent will comply with all Commission regulations and policies.

 

  • This position complies with and monitors compliance (when applicable) of the mandatory requirements in Section 215.422, F.S., Reference Guide to State Expenditures, and Chapter 60A of the Florida Administrative Code.

 

  • Process invoices for goods and services daily, verifying transaction date, sufficient budget, encumbrances, and accuracy in Ariba on Demand. Ensure required documentation is attached to the invoice to provide adequate support of the expenditure for audit review by DFS and ensure documentation available for appropriate audit of voucher file. Process travel in STMS in accordance with Agency policies and prompt payment timelines.

 

  • Serves as the STMS Administrator as well as approving all authorizations, advances and reimbursements in STMS.  Provides training to Commission personnel.  Also, serves as the Administrator for Suncom and WEX.

 

  • Monitor status of vouchers on a daily basis.

 

  • Complete journal transfers/contract payments of obligations as requested. Ensure appropriate documentation and approval signatures are obtained prior to entry into FLAIR.

 

  • Correspond with vendors and service providers on Accounts Payable issues, resolving any outstanding issues. Includes review of monthly statements from vendors and research of unpaid invoices.

 

  • Monitor the Encumbrance Report, AOD Reports and Purchase Orders for items outstanding for an extended period of time. Research these items to determine if action is required and implement corrective action to resolve any issues.

 

  • This position is responsible for end of year activities for certified forward and participate in setting up the new year budget.

 

  • Position will perform duties as needed in the areas of accounting.  Additional duties may include but are not limited to assistance with management of special projects, and attendance at training and other meetings. Provide backup support while other administration positions are vacant or on leave.  Facilitates and participates in inter-agency and intra-agency work groups.
  • Perform other related duties as required.

 

Minimum Qualifications:

  • High school diploma or its equivalent.
  • Must have experience creating spreadsheets in excel and Microsoft Office.
  • Experience in the accounting field.

 

Required Knowledge, Skills, and Abilities:

  • Knowledge of generally accepted accounting rules and principles.
  • Knowledge of State of Florida policies and procedures
  • Knowledge of Microsoft Office with special knowledge of excel.
  • Knowledge of FLAIR, STMS, FACTS, Suncom, Wex.
  • Ability to communicate effectively.
  • Ability to pay attention to detail.
  • Ability to work independently and prioritize work assignments to meet deadlines.
  • Ability to contract terminology and statutory regulations.
