 WORKING TITLE: PROFESSIONAL ACCOUNTANT SUPERVISOR

This open state advertisement is for a SES (Selected Exempt Service) position located at Central Office in the Office of Finance & Accounting in Tallahassee, Florida. This position acts as the Quality Assurance Review section and Mail Distribution and Invoice Preparation section Supervisor.

JOB DUTIES:

The incumbent in this position plans, directs, monitors, and supervises the Quality Assurance Review operations and the Mail Distribution and Invoice Preparation operations of the Department which includes analyzing and monitoring the Bureau of Finance and Accounting’s disbursements and accounting processes and related accounting activities.

  • Lead and manage the Quality Assurance Review section, overseeing audits on vendor payments, Axiom Pro administration, and coordinating PALM training and UAT activities.
  • Develop, update, and enforce Bureau procedures, collaborating with units to ensure operational efficiency and compliance.
  • Design and deliver onboarding and ongoing training programs, supporting staff development and supervisor directives.
  • Monitor and respond to inquiries from STMS and F&A inboxes, ensuring timely and accurate communication.
  • Oversee Bureau dashboards and payment compliance reports, driving transparency and accountability.
  • Supervise staff analyzing disbursement and accounting processes, conducting operational reviews, internal controls assessments, and recommending improvements.
  • Develop and manage a comprehensive quality assurance program, performing audits, data analysis, and delivering actionable findings to management.
  • Manage Accounts Payable Mail Distribution and Invoice Preparation functions, ensuring efficient invoice processing, compliance with financial procedures, and supporting the Florida PALM Project with training and procedural updates.

 

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of accounting and/or the principles and practices and knowledge of disbursement accounting systems and disbursement activities/functions.
  • Knowledge of word processing and spreadsheet software.
  • Knowledge of the methods of data collection and analysis.
  • Ability to research Florida Statutes, Florida Administrative Code, the Reference Guide for State Expenditures, and Departmental policies and procedures.
  • Ability to draft procedures, manuals, and instructional documents.
  • Ability to make presentations, conduct training classes and use presentation software.
  • Ability to communicate effectively and discuss both positive and negative performance results with management and maintain professional composure at all times.
  • Ability to collect, evaluate, and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of management practices.
  • Ability to analyze, interpret and graph/chart performance measurement systems.
  • Ability to work independently and to establish and maintain effective working relationships with others.
  • Ability to utilize problem-solving techniques.

REQUIREMENTS:

  • Must be currently employed with the State of Florida
  • Must possess a high school diploma or its equivalent.
  • Must have seven (7) or more years of accounting, finance or any other business-related field experience.
    • Postsecondary education may substitute for up to four (4) years of the required experience.

PREFERRED QUALIFICATIONS:

  • Operated in a supervisory position for a minimum of 2 years.
  • Experience with Florida PALM.
  • Experience with accounts payable/disbursements and MFMP/AOD experience.

BACKGROUND SCREENING REQUIREMENT
