The Work You Will Do:
This position will be responsible for providing technical engineering support in assisting with the implementation of laws, regulations and policies of the Environmental Resource Permitting (ERP); National Pollutant Discharge Elimination System (NPDES) Stormwater. The Program Technical Service program staff also provides professional engineering services to the DEP Districts’ ERP Permitting (ERP) and Compliance Assistance Programs, as well as providing guidance to both ERP and Water Management District Staff. Additionally, this position is expected to provide assistance for rulemaking; development of policy and guidance documents; and may also provide testimony for administrative proceedings with the Division of Administrative Hearings.

The Division of Water Resource Management (DWRM) is responsible for implementing state laws providing for the protection of the quality of Florida’s drinking water, ground water, rivers, lakes, estuaries, and wetlands, and reclamation of mined lands. Your Specific Responsibilities:
As directed, provide professional engineering technical assistance to the Department’s Regulatory District Offices and the Water Management Districts in the review of dam safety and mining and mitigation and stormwater ERP applications to ensure consistent and accurate implementation of rules and statutes, especially with respect to engineering design and analyses of the effectiveness of stormwater systems in reducing pollutant loads.
Assist in analyzing and interpreting engineering data, performs engineering calculations and develops and uses hydrologic, hydraulic and hydrographic models for technical evaluation of data related to stormwater treatment, attenuation and discharges to ground and surface waters, dredged material disposal sites, docking, wharf and port facilities, mitigation and mitigation bank sites and other activities. Ensures that projects conform with sound engineering design criteria and comply with all applicable regulations and laws.
Assist in preparing, developing, and presenting training opportunities for Department and Water Management District staff regarding NPDES and ERP stormwater. Uses data systems to prepare reports.
Assist Mining and Mitigation Technical Support staff with review of stormwater management plans, stormwater modeling reports and engineering documents in support of ERP permits for mining and reclamation projects. Objectives are to ensure the activities will not cause adverse impacts to water quality and quantity as a result of implementing the proposed project; that the project is capable of performing and functioning as proposed based on generally accepted engineering and scientific principles; and that the applications are complete, and documents meet the requirements of applicable regulations including Applicant’s Handbook Vol I and II and mine reclamation rules.
Support dam safety staff with evaluation of engineering aspects in ERP permit applications, hydrodynamic modeling reports, and other report submittals; dam failure simulations, and assessment of other engineering-specific topics, such as geotechnical and structural components in dam systems.
Required Knowledge, Skills, and Abilities:
- Knowledge of hydrologic, hydraulic and stormwater engineering principles;
- Knowledge of biological, chemical and physical processes as they relate to water quality and the aquatic environment;
- Knowledge of stormwater treatment and control principles, laws, regulations and stormwater best management practices, especially with respect to engineering design, construction, and effectiveness in reducing nutrient pollutant loads;
- Knowledge of or the ability to learn the terminology, principles, and analytical techniques of environmental engineering related to potable water treatment, storage, and distribution, including engineering design, construction, operation, maintenance, and permitting issues related to public water systems is preferred; knowledge of MS4 rules and the ability to learn the policies and procedures of this program.
- Skill in methods for assessment of surface water quality data, and hydrologic and hydraulic modeling applications, such as ICPR and/or HEC-RAS;
- Skill in the use of computer software programs used for office applications, database management, and Geographic Information Systems;
- Ability to understand and apply applicable state rules, regulations, policies, and procedures relating to multiple environmental programs;
- Skill in computer modeling for assessment of the generation, transport, and treatment of stormwater pollutants, particularly nutrients.
- Ability to communicated effectively, verbally and in writing and to establish and maintain effective working relationships with others;
- Ability to develop and provide technical presentations; and skilled in public speaking;
- Ability to maintain a valid driver’s license and travel.
Required or Preferred Qualifications:
- Required: Bachelor’s degree from an accredited college or university and one year of verifiable related experience; or Any combination of post-secondary education or verifiable related experience, as described above, for a total of five years.
- Required: Registered Professional Engineer Licensure in the State of Florida.
