Program Overview:

The Engineering, Hydrology and Geology Program staff practice in multiple areas. Staff provide technical support to the Division of Water Resource Management programs, other DEP regulatory divisions, and district offices in the planning, design, permitting and monitoring of beach and inlet management projects, mining projects and mine reclamation, mitigation banks and stormwater/surface water management systems, dam safety, and other in-water activities or works. Staff also provides technical training to staff within DEP and the five water management districts and to industry specialists and facility owners.

 

The Mining and Mitigation Technical Support (MMTS) staff of the Engineering, Hydrology and Geology Program (EHGP) provides technical assistance to the Mining and Mitigation Program, and other programs within the Division of Water Resource Management.   

 

The staff primarily reviews and evaluates Environmental Resource Permit (ERP) applications for mines and mitigation banks, Conceptual Reclamation Plans for mines, in compliance with Chapters 211, 373, 377 and 378, Florida Statutes.  The following areas are considered:

  • Design, construction, maintenance and monitoring of stormwater management systems;
  • Engineering hydraulics and hydrology for site reclamation and mitigation (wetland creation, restoration, enhancement and preservation);
  • Optimization of clay settling area designs/locations, and waste clay and sand tailings disposals.

 

Additionally, the staff provides other professional engineering, geotechnical, geologic and hydrologic services, such as expert testimony; compliance and enforcement technical assistance; process improvements for site assessment, reclamation and monitoring; and evaluation of other technical reports.  These reports include waste disposal plans, as-built surveys and construction record drawings, drainage and hydroperiod analyses, hydrological modeling, stream reclamation analyses and water quantity/quality monitoring.

 

Duties and Responsibilities:

  • Conduct engineering reviews and provide comments on stormwater management facilities and other structural aspects of mining, reclamation and wetland mitigation activities in Florida as part of the review of Environmental Resource Permit applications, Conceptual Reclamation Plans, and permit compliance activities.
  • Conduct on-site inspections of mines and reclamation sites to confirm the existing site conditions and to support the engineering review of proposed activities.
  • Outreach with the public and other Division programs to improve statewide regulatory consistency, such as making presentations at conferences or meetings, preparing guidance documents, assisting with rulemaking, and providing training to Department staff.  Also, within your area of expertise provide technical assistance requested by other Programs.
  • Develop and maintain a working knowledge of computer modeling in hydraulics and hydrological, and mine waste disposal analysis. Maintain a working knowledge of reclamation and waste disposal practices and stormwater management design and best management practices.
  • Maintain a working knowledge of Department employment policies and internal administrative procedures; complete in a timely manner required employment-related training and reporting. 

 

Knowledge, Skills and Abilities (KSA's):

  • Knowledge of hydrologic, hydraulic and stormwater engineering principles.
  • Knowledge of or ability to learn earthen embankment design, construction, safety and operation;
  • Knowledge of or ability to learn engineering design, construction, production, and procedures of the type of mining and reclamation activities conducted in Florida;
  • Knowledge of or ability to learn inspect mines, dams and reclamation sites according to accepted engineering practices;
  • Knowledge of or ability to learn governmental rules, regulations, policies and procedures associated with mining/reclamation;
  • Ability to check engineering drawings for verification (as-built) as well as investigation of problems related to reclamation;
  • Ability to plan and organize your reviews of projects, and communicate technical information effectively;
  • Skills in using computer office applications, databases, numerical applications and geographical information systems;
  • Ability to communicate effectively, verbally and in writing, and to establish and maintain effective working relationships with others;
  • Ability to travel and maintain a driver’s license.

 

Minimum Qualifications:

  • Possess a Bachelors or graduate degree in civil engineering.
  • Licensure as a Professional Engineer in the State of Florida.
  • A valid driver’s license.
