Position Overview and Responsibilities:
This is an advanced engineering position that reports to the Environmental Administrator in the Division of Air Resource Management's Permit Review Section (PRS). The position is primarily responsible for the technical review and processing of applications for air permits issued under the major source (Title V) air operation permit program and the new source review (NSR) air construction permit program. Incumbent is expected to provide a complete and polished work product including technical details, writing, and grammar.
Mentoring/ Supervising: This is a leadership position responsible for providing advice, coaching, training and support to entry and mid-level Engineering Specialists within the Section. This includes providing new employee orientation, an overview of the Department’s rules and regulations, detailing the business processes, engaging in technical discussions on specific project details, conducting peer reviews, and assisting with workloads. This position is responsible for supervising an entry-level Engineering Specialist l.
Permit Processing: Accomplishes the technical work required in the review and processing of applications for air permits. Reviews assigned applications in a timely manner for completeness, sufficiency, technical and scientific accuracy, and adherence to state and federal requirements. Drafts specific permit conditions in accordance with Florida Statutes, federal regulations, and Department rules and policies. Prepares permit documents including, but not limited to draft, proposed, and final permit packages; permit exemptions; public notices; statement of basis; compliance assurance monitoring (CAM) and Technical Evaluations and Preliminary Determinations. As requested by Section Supervisor, assists with workload management, peer reviews, program evaluations, training, mentoring, and coaching less experienced engineers.
Expertise: Develops effective working relationships with the primary facility contacts as well as District and Local Program staff to resolve permitting and compliance issues. For complex or controversial permitting and compliance issues, Section supervisor and provides options for making final decisions. Promotes statewide consistency in permitting and compliance. Provides technical assistance and guidance to district and local programs, prospective applicants, consultants, and the general public on matters such as permitting, compliance, and monitoring issues for the key industries. Prepares materials for and attends administrative hearings, as necessary. Assists in developing, maintaining, and promoting standardized permit templates and model permits. Updates all data in the Air Resource Management System (ARMS) as necessary.
Special Tasks: Serves as the coordinator for determinations of Best Available Control Technology (BACT), Maximum Available Technology (MACT), and Lowest Achievable Emissions Rate (LAER). Such determinations require case-by-case technical reviews to set emissions standards. The Professional Engineer will be responsible for sealing engineering plans and documents in accordance with applicable codes, regulations, and professional standards, as required. Serves as the Division’s liaison with EPA Region 4’s RACT/BACT/LAER Clearinghouse.

Minimum Qualifications:
Valid Driver’s License
Travel on state business
At least five years of verifiable related experience in engineering. Post secondary degrees from an accredited college or university with a major in engineering plus one year of verifiable related experience may be used as an alternative for the required five years of verifiable related experience on a year for year basis.
Applicable Job-Specific License or Certifications:
Must have and maintain a valid State of Florida Professional Engineers License
Position of Special Trust Requirement:
This position is designated as a Position of Special Trust in accordance with DEP Directive 422, Positions of Special Trust or Responsibility. Successful completion of background screening will be required for this position.
