Position Overview and Responsibilities:

The incumbent of this position shall work toward licensure as a Florida Professional Surveyor and Mapper pursuant to Chapter 472, FS, ss. 472.001-472.037.  Progress toward meeting this requirement will be monitored quarterly by the supervisor of this position. As a trainee, the incumbent of this position will shadow and observe Professional Land Surveyors to acquire and develop skills in survey and mapping procedures.

 

Operates several different types of automatic levels that can measure electronically coded staffs as well as optically to conventional staffs for establishing first order and second-order geodetic levels in accordance with the National Geodetic Survey specifications. 

 

Coordinates the construction of permanent-poured-in place concrete monuments and the installation of stainless-steel rods driven to refusal that meet standards set by the National Geodetic Survey.

 

Analyzes collected differential level data to determine if it meets standards and specifications as set forth by the National Geodetic Survey. Analyzes survey maps, aerial photography, and other topographical or geodetic data to plan projects.

 

Coordinates the collection of global positioning system (GPS) data. This requires setting up and operating GPS receivers. Assist in the installation and maintenance of tide gauges for the purpose of establishing tidal datums.

 

Coordinates the writing of descriptions on how to reach vertical or horizontal control marks that are submitted to the federal government for publication.

 

This position is responsible for coordinating a survey crew or mappers or handling survey and mapping related projects for the Bureau of Survey and Mapping under the leadership of a Professional Land Surveyor II-SES, or other Division of State Lands Professional Land Surveyor and Mappers.

 

Operates land and waterborne vehicles.

 

Performs reviews, research, and determines compliance and qualifications of applications for Board of Trustees of the Internal Improvement Trust Fund of the State of Florida (BOT) issued land instruments per Section 18-21.019, F.A.C. and Chapter 253, F.S. Performs technical cartographic research assignments relating to data found on the Board of Trustees Land Database System (BTLDS.)  Interprets complex legal land descriptions and geodetic positions of land boundaries; checks and plots parcel boundaries as needed. Research, investigates, and compiles data related to cartographic and photogrammetric problem areas for proposed BOT conveyances.  Prepare specifications for issuing proposed BOT instruments, such as recordable documents (1975 certificates), per Section 18-21.019, Florida Administrative Code (F.A.C.) and Chapter 253, Florida Statutes (F.S.).

 

Performs computer aided drafting and design research assignments involving the BOT’s land records, such as deeds and surveys, as directed by the head of the section, as well as the immediate supervisor. This includes, but is not limited to, interpreting survey and mapping data found in the federal and state government original survey field notes and plats, as well as investigating problems or complex legal land descriptions in surveys or land instruments. Uses ArcGIS software, AutoCAD software and other graphics design software to create various types of maps and drawings to support the agency’s land acquisition and land management survey programs. Reviews and interprets legal descriptions for land acquisition and land management projects. This includes evaluation of mathematical closures, acreage computations, and evaluation and adjustments of survey data. 

 

Reviews of Acquisition Surveys for approval for closing purposes; provide legal descriptions for contract and deed purposes.

 

Reviews of MHW surveys pursuant to Chapter 177, Part II, F.S. Prepares, reviews, and completes contract scopes and fees as a Certified Contract Manager. Performs mathematical computations necessary to review surveys or mapping products. Confer with Professional Land Surveyors and others to discuss existing and potential surveys and mapping projects.

 

Performs other duties as assigned.

 

 

Required Knowledge, Skills, and Abilities:

Knowledge of: concepts, terminology, principles, and techniques of surveying file geodatabases; ArcGIS Online; Geoprocessing; acreage calculation in ArcGIS; Coordinate Geometry Programs to plot surveys; engineering practices and procedures; ArcGIS Pro and AutoCAD. Skilled in: operating a personal computer. Ability to: review surveys to meet surveying and mapping standards; interpret surveying data; solve problems relating to surveying; perform technical surveying tasks; establish and maintain effective working relationships with others; plan, organize and coordinate work assignments; demonstrate teamwork. Job may require use of surveying tools, equipment and/or instruments.

 

 

Minimum Qualifications:

Valid Driver’s License.

Travel.

AutoCAD software experience related to surveying and mapping.

 

 

Other Requirements:

Obtain a certification as a Certified Contract Manager, within a year of appointment.

Vendor/Invoice Warrant Processing responsibility, Section 215.422 F.S.

 

 

Pay:

$45,060.11 to $47,500 based on education and experience.
