The Work You Will Do:
The Program Administrator for the Petroleum Restoration Program in the Division of Waste Management is responsible for overseeing the cleanup of petroleum contamination at sites across the state of Florida. This includes oversight of the technical, management, and administrative activities necessary to prioritize, assess, and cleanup sites contaminated by discharges of petroleum and petroleum products from stationary petroleum storage systems. Responsibilities of this position include but are not limited to reviewing and approving technical cleanup activities, negotiating scopes and agreements, overseeing contracts, developing guidance, coordinating cleanup activities with property owners and contractors. The position oversees six (6) direct reports and coordinates and assists in development of practices and guidance for the Program to consistently apply Chapter 62-780, Florida Administrative Code (F.A.C.).

Your Specific Responsibilities:
This is a Program Administrator position in the Division of Waste Management’s Petroleum Restoration Program and spends majority of their time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work, and has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The Program encompasses the technical oversight, management, and administrative activities necessary to prioritize, assess, and cleanup sites contaminated by discharges of petroleum and petroleum products from stationary petroleum storage systems. These sites include those determined eligible for state funded cleanup using qualified contractors selected through competitive procurement or selected by the property owner or responsible part and state lead contractors under direct contract with the Department, as well as non-program or voluntary cleanup sites that are funded by responsible parties. Incumbent must file Statement of Financial Interests within 30-days of appointment and annually thereafter. The incumbent in this position is expected to be aware of and abide by the Department’s standards of conducts and to maintain effective internal communications with superiors and subordinates in keeping with the agency’s standards and expectations for communication effectiveness site cleanup contracts.
This is a high level managerial/supervisory position that oversees the Department’s petroleum contamination site cleanup program activities in accordance with he State Underground Petroleum Environmental Response Act of 1986, and subsequent amendments to these acts as adopted in Chapter 376, Florida Statues, for Pollutant Discharge Prevention and Removal, and the provisions of appropriate department regulations. The Petroleum cleanup programs (Petroleum Restoration Program) are comprised of a combination of Department staff and contracted staff resources. The programs also consist of and manage contracts with local programs and private cleanup contractors. The incumbent is expected to spend a majority of time in implementing an aggressive results-oriented program consisting of several facets such as meet or exceed annual procurement milestone goals, implement performance metrics for contractors (including contracted counties); and financial and program data tracking, etc. The position also analyzes data and prepares reports on petroleum contamination cleanup activities, program efficiencies, budgeting strategies and other related issues as needed or required by Division/Departmental leadership, the Executive Office of the Governor, legislative committees or other entities. The incumbent in this position will also be expected to represent and make presentations on behalf of the Division/Department before various external partners including but not limited to program stakeholder groups, state agencies, legislative committee/members, and meetings with our contracted partners at the request of the Division/Department leadership.
The position is responsible to the Division of Waste Management Director for the formulation of policy and development of rules and regulations for the petroleum cleanup program, including the strategies and guidance necessary for their implementation. The position oversees the legal and regulatory requirements related to contaminated site assessment and cleanup, as well as functioning as an advocate for the continuous improvement of best practices for competitive procurement of services to provide for cost effective site rehabilitation activities and alternatives. The position must judiciously oversee the direct expenditure of state monies in petroleum contamination cleanup, site assessment, and related program activities to assure funds are utilized in the most effective manner in compliance with state and federal laws and regulatory requirements.
This position coordinates with the staff and management of the Florida Department of Health concerning public health policy as it relates to the potential risk to potable water wells and works with the Director of the Division of Waste Management and Department legislative staff to develop legislative proposals or information responses to legislative requests.
The incumbent of this position has been identified as emergency Mission Essential Personnel in accordance with Rule 60L-34.0071(3)(e)1a, F.A.C. and, in that capacity, may be required, on short notice, to perform duties and travel in support of emergency efforts. All leave approved is subject to recall in the occurrence of a major event. Leave should be coordinated with backup/cross-trained staff and approved by management to ensure that DEP essential functions can be performed, if required.
This position may be placed on-call to remain available to perform essential duties.

Required Knowledge, Skills, and Abilities:
- Knowledge of environmental statues applicable to the Petroleum Restoration Program, Department rules and rule development procedures.
- Knowledge of principles of budgeting and relevant competitive contract solicitations and procurement standards of practice.
- Knowledge of the principles of contamination site assessment, hydrogeology and contaminated site rehabilitation.
- Knowledge of the principles of Risk-Based Cleanup strategies and their application.
- Skill in group negotiations and problem-solving strategies.
- Ability to be an active “change agent” for continuous improvement and cost-saving strategies.
- Ability to communicate effectively both verbally and in writing.
- Ability to manage professional, technical as well as fiscal control staff.
- Ability to implement metrics-driven program.
Required Qualifications:
- Bachelor’s degree from an accredited college or university with a major in finance, management, business, engineering, geology, biology, or a related field; or any combination of post-secondary education or verifiable related experience, as described above, for a total of four years.

- Valid Driver’s License.
