The Work You Will Do:

This Program Administrator is responsible for maintaining effective internal communications with superiors and subordinates in keeping the agency’s mission, standards, values, and expectations for fairness, cooperation, respect. This position is responsible for staff supervision of the Wastewater Management Program in Tallahassee, Florida.  This is a supervisory professional position responsible for developing and implementing regulations and policies, supervising staff, and assuring effective management to implement the Wastewater Management Program.

The Division of Water Resource Management (DWRM) is responsible for implementing state laws providing for the protection of the quality of Florida’s drinking water, ground water, rivers, lakes, estuaries, and wetlands, and reclamation of mined lands. This position plays a critical role in helping to ensure Florida’s groundwater and surface water resources, as well as public health, are protected by providing critical oversight over the implementation of the statewide Wastewater Management Program.

Pay:

$83,000.00 to $92,000.00/annually (Commensurate with experience) 

 

Your Specific Responsibilities:

  • Maintains effective internal communication with Division leadership, program staff, and other Divisions within the Department, keeping abreast of the Agency’s standards and expectations for communication effectiveness.
  • Monitors work performance of direct reports to include written evaluations, counseling to develop skills and correct deficiencies, and recognizing employee accomplishments.
  • Supervise technical professional staff who are implementing the Wastewater Management Program.  This includes the assignment of specific tasks and effective management to assure that all work is done in a timely manner consistent with department and division policies and procedures.
  • Oversee the development of programs to ensure overall permitting consistency, including permit templates, review of draft permits, and guidance manuals.
  • Coordinate the development of rules, policies, and procedures for implementation of all aspects of the Wastewater Management Program. Identify areas of rule, policy, or procedural deficiencies and make recommendations for improvement. Activities may involve directing and performing development of rules, generic permits, policies, and procedures for wastewater facilities regulated under this program.
  • Provides and oversees technical assistance and training to the regulated community, Department staff, consultants, other agencies, and the public on all aspects of the Wastewater Management Program. Coordinate responses to complaints, written and telephone inquiries, and information requests.
  • Coordinates with the Underground Injection Control section and the Water Compliance and Enforcement Program on matters that are common to the programs for consistent implementation.
  • The incumbent of this position has been identified as emergency Mission Essential Personnel in accordance with Directive 971 and, in that capacity, may be required, on short notice, to perform duties and travel in support of emergency efforts. All leave approved is subject to recall in the occurrence of a major event. Leave should be coordinated with backup/cross-trained staff and approved by management to ensure that DEP essential functions can be performed, if required.
  • Performs other related duties as assigned.

 

Required Knowledge, Skills, and Abilities:

  • Knowledge of management principles and techniques.
  • Knowledge of the terminology, principles, and analytical techniques of environmental engineering as it relates to wastewater treatment.
  • Knowledge of National Pollutant Discharge Elimination System regulations.
  • Knowledge of Florida’s rules and regulations relevant to wastewater management.
  • Ability to identify and communicate program priorities.
  • Ability to delegate tasks and evaluate performance.
  • Ability to manage staff in an effective manner, in accordance with agency directives and priorities.
  • Ability to communicate effectively verbally and in writing.
  • Ability to interpret rules, regulations, policies, and procedures relating to environmental programs.
  • Ability to solve conflicts, problems, and complex issues, and make decisions.
  • Ability to maintain a valid driver’s license.

 

Required or Preferred Qualifications:

Required

  • A bachelor's degree in a related field from an accredited college or university and four years of verifiable related experience; or any combination of related post-secondary education and verifiable related experience for a total of eight years.

Preferred

  • Experience managing projects and teams performing environmental management and consulting activities, environmental compliance, or similar management functions.
  • Experience presenting information and recommendations to groups of stakeholders.
