This is a supervisory position that reports to the Operations Manager C–SES position and duties include the following:

 

This position spends more than 50% of their time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees’ work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.

 

Supervise the review and analysis of data for maternal and child health, family planning, and uterine fibroids. In addition to other health related data and information that impact policy and program development, including the compilation of related data-based and informed reports, fact sheets, white papers, databases, dashboards, and other products in a timely and accurate manner for distribution to internal and external customers, as needed and/or requested.

 

Provides technical assistance to Maternal Child Health and Healthy Start Coalitions for contract development, program planning and monitoring skills and expertise through knowledge, experience and establishment of inter-agency division and office relationships. Identifies potential contract problems through monitoring, evaluation and analysis and collaborates with supervisor and appropriate staff.

 

Conduct epidemiologic research, data analysis, and evaluations using various statistical and data managing software packages, such as SPSS, SAS, Stata, R, SQL, and MS Access to collect and analyze data pertaining to maternal and child health, family planning, uterine fibroids, and various the other Bureau of Family Health Services programs and projects, as well as other health related issues. This includes maintaining knowledge of relevant data sets and availability, data tools/software, and trends.

 

Prepare professional presentations and papers to present at meetings, seminars, and conferences. In addition, prepare manuscripts for journal publication.

 

Serves as the data lead for maternal and child health services block grant application. Responsible for all data reported in the application. Also, identifies potential data issues and collaborates with supervisor and appropriate staff. Assists with the comprehensive statewide needs assessment, which is conducted every five years to identify maternal and child health priority needs, including assisting with the development of the state action plan.

 

Assist with the development of the State Health Improvement Plan, Agency Strategic Plan, and the Long-Range Program Plan. 

 

Responsible for legislative bills, zzzz feedback and assigned rule development, promulgation, and repeals. Identifies potential programmatic issues as related to legislation through monitoring, evaluation, and analysis and collaborates with supervisor and appropriate staff, as needed.

 

Consults with staff and others in government, business, and private organizations to discuss issues, coordinate activities, and resolve problems.

 

Reviews and provides comments on Healthy Start Service Delivery Plans and Annual Action Plan Updates; approves invoices as appropriate.

Knowledge of methods of compiling, organizing and analyzing data; knowledge of techniques used in planning, implementing or evaluating programs; ability to supervise people; ability to determine work priorities, assign work and ensure proper completion of work products; ability to establish and maintain effective working relationships with others; ability to deal effectively with a variety of people. Supervisory skills and management; contract management; and grant management.

 

Qualifications:

Travel required; serves as contract manager as required by section 287.056(15), Florida Statutes; Incumbent may be required to work during or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or to perform other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural. This position is designated in Group II for emergency deployment. Assigned Purchasing Card responsibilities. Purchasing- This position is responsible for the preparation of purchasing and the approval of purchasing. Serves as the supervisor for a contract manager(s) and monitors compliance with the mandatory requirements in sections 287.057(16) and 215.422, Florida Statutes. DOH Contract Management certification. Incumbent may have access to records containing social security numbers in the performance of job duties.
