This is a responsible, professional position with the Florida Department of Health, Division of Children’s Medical Services, Bureau of Early Steps and Newborn Screening. The Early Steps program performs the functions and oversight required under the Individuals with Disabilities Education Act (IDEA), Part C and Part III of Chapter 391, Florida Statutes. The individual in this position is responsible for the fiscal monitoring of programs and activities in the state to ensure that the state complies with all requirements in IDEA, Part C, state statutes, and enforce any obligations imposed on agencies, in addition to performing program manager activities.

 

Your Specific Responsibilities:

  • Assists with fiscal oversight and monitoring activities for the Early Steps program. Provide methods to ensure the provision of financial responsibility for Part C services per 34 CFR §303.120, §303.225, §303.414, §303.500, §303.510, §303.511, §303.520, §303.521.

 

  • Prepares and conducts financial reconciliation of Division contracts using quarterly and annual expenditure review documents. This position works with the Division's contract managers and Early Steps programmatic subject matter experts to complete testing of expenditures, including sampling line-item expenditures for salaries, travel, and non-salary expenses from the contract provider’s formal accounting records. Ensures that contracts remain compliant with Department contractual policies and procedures. Tracks quarterly and annual reconciliations across the Division’s contracts to ensure completion and prompt return of funding to the Department.

 

  • Performs technical assistance with Early Steps contract managers, fiscal unit staff, and Local Early Steps (LES) programs as it relates to reconciling financial records including payment issues, invoice corrections, FACTS reconciliation, assisting in the resolution of disputes or questions raised by external auditing entities (Auditor General and federal), DOH Finance and Accounting, or the Department of Financial Services.

 

  • Serves as a subject matter expert for audits of contracts and contractual services. Gathers requested documentation and prepares documents in response to auditor inquiries. Works closely with the Division Contract Liaison and the Office of Contracts to communicate audit findings internally and ensure contracts remain compliant with statutes, rules, and policies.

 

  • Review, evaluate, and track implementation of corrective action plans to ensure correction of any noncompliance identified through monitoring and complaint investigations as soon as possible and, within one year after identification of noncompliance.

 

  • Participate in teams conducting onsite and desk review monitoring of assigned LES programs in the state. 

 

  • Performs other work-related duties as requested.

 

  • Travel is required. 

 

 

Preferred Qualifications:

  • Bachelor’s degree or higher in social work, psychology, early childhood education, child development, special education, health education, accounting, data analytics, public health or equivalent expierence.
  • Florida Medicaid knowledge/background as it relates to claims processing, CPT codes, and Fee Schedules.
