Position Overview and Responsibilities:

The Florida Digital Service (FL[DS]) is seeking a highly experienced and visionary Program Management and Oversight Director to lead enterprise-wide project oversight across Florida's state government. This pivotal leadership role is responsible for driving successful execution, governance, and accountability of complex technology initiatives that impact millions of Floridians.

 

Key Responsibilities:

•    Lead a high-performing team of program and project managers, ensuring excellence in project execution and agency performance.
•    Supervise and evaluate staff performance, fostering accountability, innovation, and continuous improvement.
•    Oversee end-to-end lifecycle of complex technology projects and programs, ensuring they meet defined scope, budget, and timeline requirements.
•    Develop and maintain integrated program strategies, risk mitigation plans, and cross-agency coordination mechanisms.
•    Ensure compliance with state and federal policies, including quality control, budget oversight, and timely project delivery.
•    Cultivate a culture of transparency, collaboration, and operational excellence across all oversight functions.
•    Communicate status, risks, and outcomes clearly to internal and external stakeholders, including government officials.
•    Implement change management strategies and lead efforts to adapt operations to evolving state priorities and technological advancements.

 

Leadership and Supervision Duties:

•    Assign balanced workloads, monitor productivity and attendance, and ensure high-quality work.
•    Mentor and develop staff through training, feedback, and goal-setting.
•    Support performance management through regular appraisals and coaching.

    

Certification/Educational Requirements and Preferences:

Required: 
Minimum of 10 years of experience in project management, with a proven track record in managing large-scale technology projects.
Project Management Professional (PMP) Certification.

Desirable education:
Bachelor’s degree in Business Administration, Computer Science, Information Technology, or a related field. Master’s degree preferred.

Desirable certifications:
Program Management Professional (PgMP) or equivalent certification

•    Ability to sit for extended periods of time.
•    Ability to stand for extended periods of time.
•    Ability to drive and/or fly long distances.
•    Ability to lift, push and pull up to 30lbs.
