MINIMUM REQUIREMENTS:

A high school diploma or its equivalent and nine (9) years of experience in project or program management, which includes at least two (2) years in a supervisory capacity, defining and implementing project governance frameworks, and managing third-party vendors and contracts; or

A bachelor’s degree from an accredited college or university and five (5) years of experience in project or program management, which includes at least two (2) years in a supervisory capacity, defining and implementing project governance frameworks, and managing third-party vendors and contracts; or

A master's degree from an accredited college or university and four (4) years of experience as described above, which includes at least two (2) years in a supervisory capacity defining and implementing project governance frameworks and managing third-party vendors and contracts.

JOB DUTIES:

Responsible and accountable for managing budget/dollars/resources (staff, vehicles, computers, cell phones, etc.) of any assigned programs in an efficient and accountable manner.  Responsible for ensuring that assigned program areas have operational procedures and processes which result in accountability and compliance with division and department policies and procedures.

Reports directly to the Assistant Director – Office of Agriculture Technology Services (OATS) and will coordinate project activities for application, system, and Information Technology (IT) initiatives and services for the offices and divisions of the department. The position will serve to provide departmental project portfolio management and is responsible for the successful planning, execution, monitoring, control, and closure of projects.  This position is responsible for the supervision of staff within the Project and Portfolio Management Office (PPMO) including appraisals, planning, and directing of work activities.  This position will approve leave and has the authority for hiring and taking disciplinary actions and/or recommending such actions within the PPMO.

Serves as liaison between OATS and the department’s divisions and offices to facilitate project management and support contract reviews and procurement for initiatives and projects with information technology components. 

Responsible for administering and facilitating the IT governance processes within the department. This is to include, but not be limited to, prioritization, organization, monitoring, audits, training, process analysis, and project reporting.

Provides leadership, direction, and guidance regarding project management processes, system needs, and business process re-engineering.

Coordinates with various department business units, other state agencies, and external stakeholders regarding systems integration efforts.

Responsible for contract management and vendor invoice reconciliation.

Provides the department with a business process perspective to develop policy, lead IT projects, and ensure that standards are followed.

Performs related work as required, which will include, but not be limited to, adherence to the policies and procedures of the department's Information Resource Security Program (Chapter 8 of the Department's Supervisory Manual) and allocates time as requested for Disaster Recovery activities.

  • Knowledge of methods of data collection and analysis.
  • Knowledge of management principles and practices. 
  • Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow, and other activities relating to the improvement of business practices. 
  • Ability to effectively assume the lead role in managing large IT projects.
  • Ability to organize data into logical formats for presentation in reports, documents, and other written materials.
  • Ability to conduct fact-finding research; to work independently; to plan, organize and coordinate work assignments; to communicate effectively; and to establish and maintain effective working relationships with others.
