JOB DESCRIPTION:

 

The Program Specialist III-DOE must have knowledge of the technical aspects of Florida Statutes and F.A.C. Rules as they apply to the licensing of proprietary, vocational, technical, trade and business schools, and independent colleges and universities. The responsibilities of this position are consultative in nature and require that the individual function independently.

 

The employee must be productive under tight timeframes, balance multiple and competing priorities and maintain goal-directed behavior and performance sometimes under stressful conditions.

 

The employee must possess a strong working knowledge of statutes and rules relating to Commission for Independent Education.

 

The employee must interact courteously with others.

 

The employee’s performance and behavior must demonstrate consideration of the workload concerns of others and must not negatively affect productivity and morale of the unit.

 

The employee must be flexible and be able to adapt to regular changes in policies and rules relating to institutional compliance.

 

The employee must maintain an organized work environment conducive to locating information and providing responses to institutions and management in a timely manner.

 

Attendance is an essential function of this position.

 

 

DUTIES & RESPONSIBILITIES:

The employee is responsible for executing the following functions: (Note: The omission of specific job duties does not preclude management from assigning specific duties not listed herein if such duties are a logical assignment to the position.)

  • Assists in the monitoring of various institutional application processes to ensure that deadlines are met.
  • Works with the supervisor and the program specialists of the Licensure Unit to coordinate the timely processing of materials.
  • Works with appropriate staff to send notices of delinquent applications and impending deadlines to institutional representatives. Forwards appropriate applications to Consumer Services for citation.

 

  • Assists in maintaining and updating reference documents, procedures, and training materials for use by the program specialists of the Licensure Unit.
  • Assists with compiling institutional information and documents for review by the Commission’s general counsel and management.
  • Assists in the preparation of Quality Control and the Commission meeting agenda.
  • Prepares legal clerked orders for review by General Counsel, makes corrections as necessary, ensures the clerked orders are mailed to the appropriate institution, and prepares the minutes to provide at the next regularly scheduled Commission meeting.

 

  • Performs other duties as required.

MINIMUM QUALIFICATIONS

 

    • High School Diploma
    • Minimum of two (2) years of professional or nonprofessional experience in administrative work, regulatory work, consumer complaint program work, business administration, customer service, or public relations.

LEAVE INFORMATION: (CS)

    • Annual Leave - All full-time Career Service employees filling established positions earn annual leave in varying increments dependent upon years of creditable service. Employees with up to 5 years of creditable service earn 8.667 hours per month, with 5 to 10 years earn 10.833 hours per month and those with over 10 years of service earn 13 hours per month. Employees in Senior Management Service and Selected Exempt Service positions are credited with 176 hours of annual leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of the initial appointment.

BACKGROUND SCREENING REQUIREMENT
